基于生态功能区划的鄂尔多斯林业可持续发展研究

【摘要】：加强生态建设,维护生态安全,是二十一世纪人类面临的共同主题。党的十八大报告把生态文明建设作为“五位一体”的中国特色社会主义建设总体布局的重要组成部分，并写入党章，把生态文明建设提高到前所未有的地位。2009年，温家宝总理在中央林业工作会议上指出：在贯彻可持续发展战略中，林业具有重要地位；在生态建设中，林业具有首要地位；在西部大开发中，林业具有基础地位；在应对气候变化中，林业具有特殊地位。回良玉副总理在全国林业工作会议上指出：林业由主要保障木材等林产品供给，正在向开发生物产业、森林观光、保健食品等制高点进军；林业由主要简单地发挥防风固沙、水土保持等作用，正在向森林固碳、物种保护、生态疗养等新领域延伸；林业由主要着眼发展经济，正在向改善人居、传承文化、提升形象等高层次推进。这是党中央、国务院对新时期林业的历史定位。鄂尔多斯市林业基础薄弱，发展滞后，生态相对脆弱。林业发展与建设绿色大市的目标要求，与现代化林业建设的总体要求还有较大的差距。因此，如何加快生态文明建设,实现鄂尔多斯市林业可持续发展,直接关系到我市社会、经济、文化的永续发展。生态功能区划的根本目的是服务于区域经济社会的可持续发展，但目前国内外有关区域内生态功能区划与林业发展相协调方面的研究很少。本文结合鄂尔多斯市生态功能区划实例,以林业可持续发展理论和生态功能区划理论研究为基础。通过对鄂尔多斯市地理位置、自然环境及社会经济概况、战略定位、生态功能区划、生态建设与保护状况等进行深入的调查，围绕鄂尔多斯市林业可持续发展的总体思路和发展目标，，总结鄂尔多斯林业可持续发展的优势与存在的主要问题。从而提出新时期林业发展要与生态功能区划紧密结合；依托资源优势，继续加快林业生态建设与保护；生态建设应因地制宜，合理规划；加快数字林业建设步伐，提高森林资源管理水平；增强林沙产业竞争力，推动林沙产业永续发展；坚持“以人为本”科学的林业可持续发展；增强生态责任意识，挖掘生态文明内涵，才能实现鄂尔多斯林业可持续发展目标。
[Abstract]:Strengthening ecological construction and maintaining ecological security is the common theme facing mankind in the 21 th century. The report of the 18th National Congress of the Communist Party of China regards the construction of ecological civilization as an important part of the overall layout of the "five-in-one" socialist construction with Chinese characteristics, and has written into the Party's regulations to raise the construction of ecological civilization to an unprecedented level. Premier Wen Jiabao pointed out at the Central Forestry work Conference that forestry has an important position in carrying out the strategy of sustainable development, forestry has the first position in ecological construction, and forestry has a basic position in the development of the western region. In dealing with climate change, forestry has a special position. Vice Premier Hui Liangyu pointed out at the National Forestry work Conference that forestry, supplied by forest products such as mainly guaranteed timber, is moving towards the commanding heights of developing biological industries, forest sightseeing, and health food; and forestry is mainly to give full play to windbreak and sand fixation. The role of soil and water conservation is extending to new fields such as forest carbon sequestration, species protection, ecological recuperation and so on. This is the Party Central Committee, the State Council of the new period of forestry historical positioning. The forestry foundation of Ordos city is weak, the development lags behind, and the ecology is relatively fragile. There is still a big gap between the goal requirement of forestry development and the construction of green city and the overall requirement of modern forestry construction. Therefore, how to accelerate the construction of ecological civilization and realize the sustainable development of forestry in Ordos is directly related to the sustainable development of our society, economy and culture. The fundamental purpose of ecological functional regionalization is to serve the sustainable development of regional economy and society, but there are few researches on the coordination of ecological functional regionalization and forestry development at home and abroad. Based on the theory of sustainable development of forestry and the theory of ecological functional regionalization, this paper combined with the example of ecological functional regionalization in Ordos city. Through the thorough investigation of the geographical location, natural environment and social economy, strategic orientation, ecological function regionalization, ecological construction and protection of Ordos, etc. According to the general idea and development goal of the forestry sustainable development in Ordos city, this paper summarizes the advantages and main problems of the forestry sustainable development in Ordos city. Therefore, it is suggested that forestry development should be closely combined with ecological functional regionalization in the new period; relying on the advantages of resources, forestry ecological construction and protection should continue to be accelerated; ecological construction should be properly planned according to local conditions; and the pace of digital forestry construction should be quickened. Improve the level of forest resources management; enhance the competitiveness of forestry and sand industry, promote the sustainable development of forestry and sand industry; adhere to the "people-oriented" scientific forestry sustainable development; enhance the awareness of ecological responsibility, excavate the connotation of ecological civilization, Only then can we realize the goal of sustainable development of forestry in Ordos.
