武威市金羊镇“一心两区”经济和社会发展战略问题研究

【摘要】：武威市金羊镇是一个城乡结合部,它具有较为独特的区位优势。当前,在大力推进新型城镇化建设以及新农村建设的背景下,金羊镇立足自身实际,在充分挖掘城乡结合部地区特有的地理、区位以及自然资源等禀赋的基础之上,制订了“一心两区”的经济和社会发展战略,这也是金羊镇推动经济发展和社会全面进步的战略构想。从区域经济学理论出发,本文认为金羊镇的“一心两区”经济和社会发展战略可以大力加快这一城乡结合部地区经济发展并且推动社会的全面进步。“一心两区”战略从自身城乡结合部这一实际出发,可以有效地推动金羊镇的空间发展并且有效规划金羊镇的土地布局。首先,从“一心两区”的战略构想来看,它立足于自身作为城乡结合部的区位优势,最大可能发展金羊镇作为城市辐射农村经济的窗口以及城乡经济互动的桥头堡作用。其次,从金羊镇城乡结合部这一内在禀赋出发,可以充分利用其在交通和地理资源上的比较优势打造公路沿线产业带,管理并且规划片域经济,不断形成特色产业,并有可能进一步做大做强特色产业。最后,在具体的实施过程中,需要进一步完善城乡结合部地区的空间发展及其用地布局,促进经济和社会的协调发展。
[Abstract]:Wuwei Jinyang Town is a combination of urban and rural areas, it has a more unique geographical advantage. At present, under the background of vigorously promoting the new urbanization construction and the new rural construction, Jinyang Town is based on its own reality, and on the basis of fully excavating the unique geography, location and natural resources of the urban and rural areas, The economic and social development strategy of "one mind, two regions" has been formulated, which is also the strategic conception of Jinyang Town to promote economic development and overall social progress. Based on the theory of regional economics, this paper holds that the economic and social development strategy of Jinyang Town can speed up the economic development and promote the overall progress of the society. The strategy of "one mind, two regions" can effectively promote the spatial development of Jinyang Town and effectively plan the land layout of Jinyang Town, starting from the reality of the combination of urban and rural areas. First of all, from the strategic conception of "one mind and two districts", it is based on its location advantage as a combination of urban and rural areas, and it is possible to develop Jinyang Town as the window of urban radiation and rural economy and the bridgehead function of urban-rural economic interaction. Secondly, starting from the inherent endowment of Jinyang Town's urban-rural junction, we can make full use of its comparative advantages in traffic and geographical resources to create industrial belts along the highway, manage and plan the regional economy, and continuously form characteristic industries. And it is possible to further make big and strong characteristic industry. Finally, in the concrete implementation process, it is necessary to further improve the spatial development and land use layout of the urban-rural joint region, and promote the coordinated development of economy and society.
