呼伦贝尔经济技术开发区转型升级问题研究

【摘要】：当前,随着国内外经济发展形势的重大变化和经济发展到一定阶段需要转型升级大环境的推动,以及所在地区加快发展战略和经济结构调整,以期实现快速协调可持续发展的现实要求,全国各地经济技术开发区进入了竞相转型升级发展的新时期。呼伦贝尔经济技术开发区作为边疆少数民族欠发达地区国家级经济技术开发区的典型代表,加快研究探索转型升级发展的思路、路径和策略,不断增强对经济社会文化生态和谐发展的引领、示范、辐射、带动作用,推动呼伦贝尔实现“美丽发展、科学崛起、共享繁荣”具有十分重要的现实意义和深远的历史意义。本文在界定经济技术开发区的概念及其转型升级的内涵和外延、概述支撑经济技术开发区转型升级的相关理论以及总结国内外发达地区工业基地和经济技术开发区成功转型升级的经验与启示的基础上,分析了我国经济技术开发区形成与发展的过程及在不同发展阶段的功能定位和历史作用,指明了呼伦贝尔经济技术开发区在其中的特殊地位、作用及加快转型升级的必然趋势。通过进一步对呼伦贝尔经济技术开发区整合发展的经验与教训,转型升级的优势与主要问题和困难进行实证分析,形成了“美丽、发展、同行、共赢”的发展理念,“产城场乡一体化,农矿工贸一条龙”的发展思路。明确了“国家级绿色新型产业基地”的定位和建成“国家生态战略地区科学发展示范区”的目标。提出了以“高效循环利用、持续跨越发展、综合统筹有序、管理开发创新”的发展模式,构建科学合理的现代产业体系,打造新型绿色产业园区,与中心城区紧密关联、协同发展,广泛开展国内外经济合作,创新管理体制和管理模式等转型升级发展的实现路径和战略选择。
[Abstract]:At present, with the major changes in the economic development situation at home and abroad and the need to promote the transformation and upgrading of the environment at a certain stage of economic development, as well as the acceleration of development strategies and economic restructuring in the region, In order to realize the realistic requirements of rapid and coordinated sustainable development, the economic and technological development zones in various parts of the country have entered a new period of competitive transformation and upgrading. Hulunbeir Economic and technological Development Zone, as a typical representative of the national economic and technological development zone in the underdeveloped regions of the frontier ethnic minorities, speeds up the research and exploration of the ideas, paths and strategies for the transformation, upgrading and development. It is of great realistic significance and far-reaching historical significance to constantly strengthen the guidance, demonstration, radiation and driving effect of harmonious development of economy, society, culture and ecology, and to promote Hulunbeir's realization of "beautiful development, scientific rise and shared prosperity". This paper defines the concept of economic and technological development zone and the connotation and extension of its transformation and upgrading. On the basis of summarizing the relevant theories supporting the transformation and upgrading of economic and technological development zones, and summarizing the experience and enlightenment of successful transformation and upgrading of industrial bases and economic and technological development zones in developed regions at home and abroad, This paper analyzes the process of formation and development of China's economic and technological development zone, and its function orientation and historical role in different stages of development, and points out the special position, role and inevitable trend of accelerating the transformation and upgrading of Hulunbeir economic and technological development zone. Through the empirical analysis of the experiences and lessons of the integration and development of the Hulunbeir Economic and technological Development Zone, the advantages and major problems and difficulties of the transformation and upgrading, the development concept of "beauty, development, peer and win-win" has been formed. The development train of thought of the integration of production city, rural area, agriculture, mining, industry and trade. The orientation of "National Green New Industrial Base" and the goal of establishing "National Ecological Strategic area Scientific Development demonstration Zone" are defined. This paper puts forward the development mode of "high efficiency recycle utilization, continuous leapfrogging development, comprehensive overall planning and order, management development and innovation" to construct a scientific and reasonable modern industrial system and to build a new green industrial park, which is closely related to the central urban area. Coordinated development, extensive economic cooperation at home and abroad, innovative management system and management model, and other transformation and upgrading of the path and strategic choice.
