东部三大经济区域产业发展水平评价研究

【摘要】：现如今区域经济竞争日趋激烈，区域产业发展成为区域经济发展的重要基础和前提条件，任何一个区域的经济发展都是以该区域的产业体系作为依托，通过区域产业发展来带动和实现的。产业发展是一个从低级向高级不断演进、具有内在逻辑、不以人们意志为转移的客观历史过程。它是一个持续不断的过程。改革开放以后，我国东部地区取得了快速的发展，在全国占据重要地位，尤其是长三角、珠三角和环渤海这三个区域已经成为全国经济发展的带头军。随着经济规模的不断扩大，东部三大经济区域产业发展过程中一些弊端和负面影响逐渐暴露出来，因而产业升级已经成为下一阶段产业发展的新方向和新目标。本文将从东部三大经济区域自身的角度出发，即以长三角、珠三角和环渤海地区为研究对象，对这三个地区的产业发展水平进行系统的评价分析。旨在提高三大经济区域产业发展水平，完善三大经济区域产业升级过程，发展高科技产业，，推动区域产业结构的演进与优化，提高区域经济的竞争力，进而提升东部三大经济区域乃至中国产业发展水平。对加速东部三大经济区域的经济发展具有重要的现实意义。本文首先介绍产业、产业发展、产业升级等相关概念的定义，并对国内外关于产业发展和产业升级的研究进行综述。其次，介绍东部三大经济区域各自的经济发展现状，并对这些地区的产业发展现状进行全面系统的分析。第三，文章以东部三大经济区域为研究对象，从区域产业发展的整体角度出发，以产业发展过程中所涉及的关键因素为标尺建立了一套评价指标体系。该指标体系包括7个一级指标以及29个二级指标。主要从经济发展水平、产业结构优化程度、基础设施建设水平、经济开放程度、信息化水平、科技发展水平、生态环境水平7个方面，共设计了29个评价指标组成指标体系。最后，文章选取层次分析法对评价指标体系赋权值，以2008年的相关统计数据为依据，采用基于改进均衡点的TOPSIS方法对东部三大经济区域产业发展水平进行排序比较分析。先对东部三大经济区域整体的产业发展水平进行分析，再对每个区域分别展开全面分析。针对东部三大经济区域的产业发展现状和产业发展水平评价分析结果提出提升东部三大经济区域产业发展的对策与建议，为其今后产业发展方向提供参考。
[Abstract]:Nowadays, the regional economic competition is becoming more and more fierce. The development of regional industry has become an important foundation and prerequisite for regional economic development. The economic development of any region is based on the industrial system of the region. Through the development of regional industries to drive and achieve. Industrial development is an objective historical process which evolves from lower level to higher level and has internal logic and does not change with people's will. It is an ongoing process. After the reform and opening up, the eastern region of China has made rapid development and occupies an important position in the whole country, especially the Yangtze River Delta, the Pearl River Delta and the Bohai Rim these three regions have become the leading army of the national economic development. With the continuous expansion of economic scale, some disadvantages and negative effects are gradually exposed in the industrial development process of the three major economic regions in the east, so industrial upgrading has become a new direction and a new goal of industrial development in the next stage. From the point of view of the three economic regions in the east, that is, the Yangtze River Delta, the Pearl River Delta and the Bohai Rim region as the research objects, this paper makes a systematic evaluation and analysis on the industrial development level of these three regions. The aim of this paper is to improve the industrial development level of the three major economic regions, perfect the process of industrial upgrading in the three economic regions, develop high-tech industries, promote the evolution and optimization of the regional industrial structure, and improve the competitiveness of the regional economy. And then upgrade the three economic regions in the east and even the level of industrial development in China. It is of great practical significance to accelerate the economic development of the three economic regions in the east. This paper first introduces the definition of industry, industrial development, industrial upgrading and other related concepts, and summarizes the research on industrial development and industrial upgrading at home and abroad. Secondly, the paper introduces the economic development status of the three economic regions in the east, and makes a comprehensive and systematic analysis of the industrial development status in these areas. Thirdly, this paper takes the three economic regions in the east as the research object, sets up a set of evaluation index system based on the key factors involved in the process of industrial development from the whole angle of regional industrial development. The index system includes 7 first-level indexes and 29 second-level indexes. An index system of 29 evaluation indexes was designed from seven aspects: economic development level, industrial structure optimization level, infrastructure construction level, economic opening degree, information level, scientific and technological development level and ecological environment level. Finally, the paper selects the AHP to evaluate the index system weight value, based on the relevant statistical data of 2008, adopts the TOPSIS method based on the improved equilibrium point to compare and analyze the industrial development level of the three economic regions in the east. Firstly, the industrial development level of the three major economic regions in the east is analyzed, and then the comprehensive analysis of each region is carried out. In view of the present situation of industrial development and the evaluation of industrial development level of the three economic regions in the east, the paper puts forward the countermeasures and suggestions to promote the industrial development of the three economic regions in the east, and provides a reference for the future industrial development direction of the three economic regions in the east.
