武汉市创新资源动态演化及配置效果评价研究

【摘要】：1912年,熊彼特第一次提出了创新理论,经过一定的发展和完善,很多学者更深入地对创新理论进行研究。在创新理论中,创新资源是很重要的概念,它是发展过程中必不可少的资源,创新资源越来越受关注,因此,研究创新资源的问题已经成为主要任务。城市作为创新资源的汇聚地,是创新活动的中心,武汉市作为创新试点城市之一,对武汉市创新资源动态演化进行深入研究是非常有意义的,有利于城市创新能力的提高和经济的快速发展。本文从创新资源演化的角度出发,首先对国内外关于创新资源的理论基础进行了详细地描述,在分析了创新资源的概念、特征、分类、演化、配置及创新资源集聚度等理论基础上,得出创新资源主要包括人力、物力、财力、知识四大资源,城市创新资源的演化过程可以用创新资源集聚度来表示。其次,根据武汉市的具体情况,对武汉市创新四大资源的现状进行了分析,并与其他城市进行了对比分析,指出在创新资源方面武汉市在不断改善,但改善的力度不够,与其他城市还存在着一定的差距。再次,本文借助熵值法和创新资源集聚度的概念进一步分析,分析结果表明在创新人力、物力、财力、知识资源四个方面,武汉市都采取了相应的措施,四大资源也得到了相应的改善,仍然存在着一定的不足,又由于创新四大资源内部存在着一定的联系性,在完善四大资源问题上,应注重创新四大资源的配置问题。接着,本文利用生产函数建立模型,并进行回归分析,分析城市创新资源对创新能力的影响,并分别分析创新人力、物力、财力、知识资源四者对创新能力的作用大小,总结出创新资源对创新能力有着很大的影响,创新四大资源对创新能力的作用存在着差异,其中创新知识资源发挥着主导作用。最后,要提升武汉市创新能力,促进其经济的发展,必须完善创新活动平台、实现产学研战略联盟、提升城市知识、技术、产业、环境等创新能力,同时,相关组织机构应该发挥相关作用,对武汉市和国内外创新资源都进行合理有效地配置,促进武汉市经济快速发展。
[Abstract]:Schumpeter put forward innovation theory for the first time in 1912. In the innovation theory, the innovation resource is a very important concept, it is the essential resource in the development process, the innovation resource is paid more and more attention, therefore, the research innovation resource question has become the main task. As the gathering place of innovation resources, city is the center of innovation activities. As one of the experimental cities of innovation, it is very meaningful to deeply study the dynamic evolution of innovation resources in Wuhan. Is advantageous to the city innovation ability enhancement and the rapid development of the economy. From the perspective of innovation resource evolution, this paper firstly describes the theoretical basis of innovation resource at home and abroad in detail, and analyzes the concept, characteristics, classification, evolution of innovation resource. On the basis of the theory of allocation and concentration of innovative resources, it is concluded that innovative resources mainly include four resources: manpower, material resources, financial resources and knowledge. The evolution process of urban innovative resources can be expressed by the concentration of innovative resources. Secondly, according to the specific situation of Wuhan, this paper analyzes the present situation of the four resources of innovation in Wuhan, and compares them with other cities, and points out that Wuhan is improving continuously in the aspect of innovation resources, but the improvement is not enough. There is still a certain gap with other cities. Thirdly, with the help of the entropy method and the concept of the concentration of innovative resources, the results show that Wuhan has taken corresponding measures in the four aspects of innovative manpower, material resources, financial resources and knowledge resources. The four major resources have also been improved correspondingly, and there are still some deficiencies, and because there is a certain connection within the four resources of innovation, we should pay attention to the allocation of the four resources of innovation in order to perfect the four resources. Then, this article uses the production function to establish the model, and carries on the regression analysis, analyzes the city innovation resources to the innovation ability influence, and separately analyzes the innovation manpower, the material resources, the financial resources, the knowledge resources to the innovation ability function magnitude. It is concluded that the innovation resources have a great influence on the innovation ability, and the four resources of innovation have different effects on the innovation ability, among which the innovative knowledge resources play a leading role. Finally, in order to improve Wuhan's innovation ability and promote its economic development, it is necessary to perfect the platform of innovation activities, realize the strategic alliance of industry, education and research, enhance the innovation ability of urban knowledge, technology, industry and environment, and at the same time, Relevant organizations should play a relevant role in the rational and effective allocation of innovative resources both in Wuhan and at home and abroad in order to promote the rapid economic development of Wuhan.
