俄罗斯产业政策及效应研究

【摘要】：上个世纪，很多新兴经济体依靠成功的产业政策实现了经济的快速发展。产业政策成为经济发展的热门问题。我国也实行了很多产业政策，在一定程度上促进了中国经济的发展，但是目前针对俄罗斯产业政策的分析仍然较少。自2000年普京执政俄罗斯以来，俄罗斯实现快速的经济增长和复苏，这和俄罗斯实行了很多产业政策是分不开的。俄罗斯是资源密集型国家，改变资源依赖，实行经济转型一直是俄罗斯经济发展的重要课题。国家是否应该干预经济也是重要的研究课题，，产业政策是国家干预经济比较成功的案例。对政府是否应该干预经济仍然存在很多争论。针对产业政策效果的评估，国家是否应该干预经济发展进行说明，国家应该如何干预经济能够促进经济发展等问题。通过产业政策实施，可以改变俄罗斯产业结构，提高俄罗斯经济增长率，实行俄罗斯经济转型。本文通过对俄罗斯产业政策的梳理，应用经济学研究方法，分析俄罗斯产业政策的实际经济效果。全文分为五章，第一章阐述产业政策的分析框架，确定产业政策的内容和全文的主要产业政策分析方法。第二章为俄罗斯产业政策演变和特征，将俄罗斯产业政策的发展作为研究对象，系统梳理俄罗斯产业政策的发展路径，总结出俄罗斯产业政策的特征。第三章俄罗斯产业政策评价，通过对俄罗斯产业政策的不同效果进行评估，分别对产业政策对经济结构、生产效率两方面评价俄罗斯产业政策的实际经济效果。对俄罗斯产业政策的实施过程进行系统评价。第四章在产业政策分析的基础上，分析俄罗斯实行最重要的产业政策，即科技政策。第五章为全文的结论部分，通过全文产业政策效果分析的总结和给中国的启示。通过本文对俄罗斯产业政策的分析，发现俄罗斯在实行产业政策的过程中，俄罗斯产业政策强度较大，但是对总体产业结构影响不大，对产业内部有一定影响；在产业效率方面，投入大的产业效率并不高，即在俄罗斯重点发展产业制造业并没有较高的效率。分析俄罗斯科技政策的过程中，俄罗斯能够实际应用到生产过程中的成果并不多，因此应该加强对科技成果使用过程的投资。
[Abstract]:Last century, many emerging economies relied on successful industrial policies to achieve rapid economic growth. Industrial policy has become a hot issue in economic development. China has implemented a lot of industrial policies, to a certain extent, to promote the development of China's economy, but at present, the analysis of Russian industrial policy is still relatively small. Since Putin took power in 2000, Russia has achieved rapid economic growth and recovery, which is inseparable from Russia's many industrial policies. Russia is a resource-intensive country. Changing resource dependence and carrying out economic transformation has always been an important subject of Russian economic development. Whether the state should intervene in the economy is also an important research topic. Industrial policy is a successful case of state intervention. There is still much debate about whether the government should intervene in the economy. In view of the evaluation of the effect of industrial policy, whether the state should intervene in the economic development and how the state should intervene in the economic development can promote the economic development and so on. Through the implementation of industrial policy, the industrial structure of Russia can be changed, the growth rate of Russian economy can be improved, and Russia's economic transformation can be carried out. By combing the Russian industrial policy and applying the economic research method, this paper analyzes the actual economic effect of the Russian industrial policy. This paper is divided into five chapters. The first chapter describes the analysis framework of industrial policy, determines the content of industrial policy and the main industrial policy analysis methods. The second chapter is the evolution and characteristics of Russian industrial policy, taking the development of Russian industrial policy as the research object, systematically combing the development path of Russian industrial policy, summing up the characteristics of Russian industrial policy. The third chapter evaluates the actual economic effect of Russian industrial policy from the aspects of economic structure and production efficiency through the evaluation of different effects of Russian industrial policy. To carry on the systematic appraisal to the Russian industrial policy implementation process. On the basis of industrial policy analysis, the fourth chapter analyzes the most important industrial policy in Russia, that is, science and technology policy. The fifth chapter is the conclusion part of the full text, through the full text industrial policy effect analysis summary and the enlightenment to China. Through the analysis of Russian industrial policy, it is found that Russian industrial policy has a great intensity in the process of implementing industrial policy, but has little influence on the overall industrial structure and has certain influence on the industrial interior. In terms of industrial efficiency, the industrial efficiency with large investment is not high, that is to say, there is no high efficiency in the key development of manufacturing industry in Russia. In the process of analyzing Russia's science and technology policy, there are not many achievements that Russia can actually apply to the process of production. Therefore, the investment in the process of using scientific and technological achievements should be strengthened.
