统筹城乡发展视角下的大理州“农转城”问题研究

【摘要】：近年来我国城乡居民收入差距持续扩大，加之原先城乡之间的经济社会发展水平已存在着较大的差异，如何推进城乡经济社会协调发展，关系着社会主义和谐社会重大战略全面构建能否实现，关系着城镇化、工业化的顺利发展，关系着实现发展方式的平稳转变。云南省地处我国西南边疆，经济社会较为落后，，城乡差距问题更为突出。2011年，云南省开始实施加大城乡统筹力度促进农业转移人口转变为城镇居民战略，该战略是加大城乡统筹力度，实现农业转移人口向城镇居民转变，全面贯彻落实科学发展观，转变发展方式，破解“三农”难题，优化资源配置，推进城镇化、工业化进程，实现云南科学发展、跨越式发展的战略举措。这一举措为大理州的经济社会发展带来了新契机，也带来了新的挑战。这一战略的实施，无疑有利于促进大理州的农业转移人口转变为城镇居民，有利于促进大理州的城乡共同发展、新农村建设、社会的长治久安，有利于实现大理州土地高效利用和城镇化科学发展，有利于探索具有滇西特色的城镇化道路。但同时也要看到出现的困难。二元经济结构下大理州实施“农转城”战略面临诸多现实挑战，如何顺利推进大理州的“农转城”工作，成了摆在党政领导干部和理论工作者面前的难题。本文选取大理州为研究对象，在二元结构理论和马克思主义经典理论等的指导下，结合云南省开展的加大城乡统筹力度促进农业转移人口转变为城镇居民战略举措，对大理州实施“农转城”战略进行了实证研究。
[Abstract]:In recent years, the income gap between urban and rural residents in China continues to expand, in addition to the original level of economic and social development between urban and rural areas has been large differences, how to promote the coordinated development of urban and rural economy and society, It is related to the realization of the major strategic construction of the socialist harmonious society, the smooth development of urbanization and industrialization, and the smooth transformation of the mode of development. Yunnan Province is located on the southwest border of our country, its economy and society are relatively backward, and the gap between urban and rural areas is even more prominent. In 2011, Yunnan Province began to implement the strategy of increasing the overall planning of urban and rural areas to promote the transformation of agricultural transfer population into urban residents. The strategy is to increase the overall planning of urban and rural areas, realize the transformation of agricultural transfer population to urban residents, comprehensively implement the scientific concept of development, change the way of development, solve the problem of "three rural areas", optimize the allocation of resources, and promote the process of urbanization and industrialization. Yunnan to achieve scientific development, leapfrog development of strategic initiatives. This move brings new opportunities and challenges for the economic and social development of Dali Prefecture. The implementation of this strategy is undoubtedly conducive to the transformation of the agricultural transfer population into urban residents in Dali Prefecture, to the common development of urban and rural areas in Dali Prefecture, to the construction of new rural areas, and to the long-term stability of society. It is propitious to realize the scientific development of land use and urbanization in Dali prefecture and to explore the urbanization road with the characteristics of western Yunnan. But at the same time, we must also see the difficulties. Under the dual economic structure, Dali faces many practical challenges in implementing the strategy of "turning from agriculture to city". How to smoothly promote the work of "turning from agriculture to city" in Dali has become a difficult problem in front of leading cadres and theorists of the Party and government. This paper selects Dali Prefecture as the research object, under the guidance of dual structure theory and Marxist classical theory, combined with Yunnan Province to increase the overall planning of urban and rural areas to promote the transformation of agricultural population into urban residents strategic measures. This paper makes an empirical study on the implementation of the strategy of "turning agriculture into city" in Dali Prefecture.
