【摘要】：当今世界,气候变化受到各国政府的强烈关注。自2003年首次提出“低碳经济”概念之后,低碳经济成为重要公共事务之一,政府必须发挥先导性的作用,既进行低碳规划与全面设计,又制定对应的法律法规,从而确保低碳经济发展目标的实现。本文所指低碳经济,是以可持续发展理念为指导,通过新能源开发、制度改良、产业转型、技术创新等多种手段,减少石油、煤炭等高碳能源消耗,减少温室气体排放,实现经济发展、社会进步、生态保护多赢的一种经济发展形态。发展低碳经济已成为国际社会的共识和优先领域,是中国经济发展基本国策之一,也是中国经济发展的重大理论和实践问题。本文首先回顾了国内外关于低碳经济的研究成果,并以此作为理论基础和依据,结合当下全球气候变化、世界经济一体化及中国现在所面临的国际经济形势,针对低碳经济发展动力与路径进行了系统研究,主要包括以下内容： 1、提出低碳经济发展模式构建之理论基础分析可持续发展与低碳经济的密切关系,对低碳经济有关概念,如碳计量、碳交易、碳市场等做了阐述；研究了基于发展经济学内生增长理论的低碳发展内生动力,基于制度经济学外生增长理论的低碳发展外生动力,以及基于博弈论的低碳经济发展世界各主要经济体的博弈。 2、借鉴国外低碳经济发展政策体系与模式在探索中国低碳经济发展动力与路径之前,对全球主要国家和地区低碳经济发展的经验与模式做了论述与比较。对欧盟、美国、日本等发达地区、国家,以及印度、巴西等发展中国家的低碳经济发展政策与模式的回顾和总结,对探讨中国经济的低碳化尝试与政策形成,分析中国发展低碳经济面临的主要问题,研究中国发展低碳经济的现行政策框架,均有很强的镜鉴作用,以此为中国低碳经济发展的基本原则和低碳经济发展的实施途径的提出做好准备。 3、分析中国低碳经济发展之内生动力内生增长是低碳经济发展的源动力,在既定资源存量和科技条件下,要实现经济社会发展的低碳难度极大。突破瓶颈、实现可持续发展的关键在于科学技术的进步和人才的积累。本文基于内生增长理论分析了低碳技术在低碳经济发展中的重要性和主要实现途径,并以此为依据提出中国发展低碳经济的内在动力：实现能源安全战略以创造核心竞争力,转变经济发展方式以实现科学发展,提高人民健康水平和生活质量以构建和谐社会。解决日益严重的能源和环境问题的根本出路是科学技术,中国政府要积极支持先进低碳技术的开发,同时对新能源技术领域、节能减排、科技创新等给与大力支持,以提高能效水平,推广先进成熟技术的应用。 4、分析中国低碳经济发展之外生动力本文基于外生增长理论分析了制度在低碳经济发展中的重要性和主要实现途径,并以中国经济的低碳化尝试与政策形成为依据,分析中国低碳经济的现行政策框架：节能法律法规、节能减排政策、结构调整政策,以及政策发展路径：五个支柱与三个基础制度。五个支柱包括：新型和低碳工业化,新型城市化和低碳城市建设,优化能源结构和发展低碳能源,形成可持续消费模式,改善土地利用和扩大碳汇能力。三个基础保障机制包括：技术创新机制、市场运作机制和制度保障机制。 5、分析国际气候博弈下的中国低碳经济路径基于美国、欧盟、印度等国家或地区在国际气候博弈中的大国考量,分析其博弈选择的可能性,并综合考虑发达国家集团、发展中国家集团以及南北分歧,结合我国实际情况,提出在国际复杂博弈形势下的中国低碳经济机制与模式。中国作为世界上举足轻重的世界经济大国,不论在国土面积、资源总量、人口数量、市场潜力、未来需求等任一方面,均在国际上具有相应影响力。本文指出,中国在自身低碳经济发展内生动力和外生动力基础上,结合国际重要经济体在谋求低碳经济话语权中可能存在的博弈决策,应创造性地探索发展路径,在自身实现低碳经济科学发展的同时,兼顾国际形势并逐步提升国际号召力。 6、尝试分析中国经济发展之低碳化路径以中国经济发展现状为基础,结合中国能源、环境现状与低碳化需求,从中国发展低碳经济的优势和劣势两方面出发,对中国经济低碳化发展趋势进行了展望。提出了中国低碳经济的国际主张。 7、提出中国发展低碳经济之对策建议研究了中国发展低碳经济的促进机制。包括：不断丰富完善国家低碳经济发展战略；加快构建和形成发展低碳经济的法律保障体系；优化能源结构,大力发展替代能源和可再生能源；加强低碳技术研究与开发；加强宣传教育,树立低碳经济发展意识；推进碳金融制度创新,加强金融对低碳经济的支持；加强国际合作与交流,共同应对气候变化；采取强有力的经济政策手段,应用市场机制促使企业实现节能减排等。 8、创新点。发挥多学科交叉融合优势,结合自身实践运作,在中国低碳经济发展的方法与路径探索有所创新。立足发挥合作优势,把低碳经济理论与传统经济学、发展经济学、制度经济学、博弈论进行有机结合,力求在研究方法和方向上有所创新。中国低碳经济发展内生动力和脱钩发展分析方法。
[Abstract]:In the present world, climate change is strongly concerned by the governments of all countries. Since the concept of "low carbon economy" was first proposed in 2003, the low carbon economy has become one of the most important public affairs. The government must play a leading role in making low carbon planning and comprehensive design, and formulating corresponding laws and regulations, so as to ensure the goal of low carbon economy development. Realization.
This paper refers to the low carbon economy, which is guided by the concept of sustainable development, through a variety of means such as new energy development, system improvement, industrial transformation and technological innovation, reducing the consumption of high carbon energy in oil and coal, reducing greenhouse gas emissions, realizing economic development, social progress, and ecological protection with a multi win economic development form. Economic development has become the consensus and priority area of the international community. It is also one of the basic national policies of China's economic development, and also a major theoretical and practical issue of China's economic development.
This paper first reviews the research achievements on low carbon economy at home and abroad, and uses it as a theoretical basis and basis, and combines the global climate change, world economic integration and the international economic situation facing China now, and systematically studies the motive and path of low carbon economic development, including the following contents:
1, put forward the theoretical foundation of low carbon economic development mode.
This paper analyzes the close relationship between sustainable development and low carbon economy, expounds the concepts of low carbon economy, such as carbon measurement, carbon trading and carbon market, and studies the endogenous growth dynamics of low-carbon development based on the endogenous growth theory of development economics, the external dynamics of low carbon development based on the exogenous growth theory of institutional economics, and the game theory based on game theory. Low carbon economy develops the game of major economies in the world.
2, learn from the policy system and mode of low carbon economic development abroad.
Before exploring the driving force and path of China's low carbon economy development, the experiences and models of low-carbon economy development in major countries and regions are discussed and compared.
A review and summary of the low carbon economic development policies and models of developing countries such as the European Union, the United States, Japan and other developing countries, as well as India, Brazil and other developing countries are reviewed. The attempts and policies to discuss the low carbonization of China's economy, the main problems facing the development of low carbon economy in China, and the current policy framework for the development of low carbon economy in China are studied. All of them have a strong role of mirror inspection, so as to prepare for the basic principles of China's low carbon economic development and the implementation of low carbon economic development.
3, analysis of the development of low carbon economy in China
Endogenous growth is the source of low carbon economic development. Under the established resource stock and scientific and technological conditions, it is very difficult to achieve the low carbon level of economic and social development. The key to achieving sustainable development is the progress of science and technology and the accumulation of talents.
Based on the theory of endogenous growth, this paper analyzes the importance and main ways of low carbon technology in the development of low carbon economy. On the basis of this, it puts forward the internal motive force of developing low carbon economy in China: to realize the strategy of energy security to create the core competitiveness, change the way of economic development to realize scientific development, improve the health of the people and to improve the health level of the people. The fundamental way out for solving the increasingly serious energy and environmental problems is science and technology. The Chinese government should actively support the development of advanced low-carbon technology, and give great support to the new energy technology field, energy saving and emission reduction, scientific and technological innovation, in order to improve the level of energy efficiency and promote the application of advanced and mature technology.
4, analysis of the external driving force of China's low carbon economy development
Based on the theory of exogenous growth, this paper analyzes the importance and main realization ways of the system in the development of low carbon economy. Based on the low carbonization attempt and policy formation of China's economy, this paper analyzes the current policy framework of China's low carbon economy: energy conservation laws and regulations, energy saving and emission reduction policies, structural adjustment policies, and the path of policy development: Five A pillar and three basic systems. Five pillars include: new and low carbon industrialization, new urbanization and low carbon city construction, optimizing energy structure and developing low carbon energy, forming a sustainable consumption pattern, improving land use and expanding carbon sequestration capacity. 5, analysis of China's low carbon economic path under the international climate game.

As one of the world's most important world economic powers, China has the corresponding influence in any aspect of the land area, the total resources, the population, the market potential and the future demand. This paper points out that China is on the basis of endogenous and exogenous impetus of its own low carbon economic development, combined with the international important economy. To find out the possible game decision in the low carbon economic discourse power, we should creatively explore the development path, while realizing the scientific development of low carbon economy, taking into account the international situation and gradually improving the international appeal.
