主动减速背景下建设生态文明的逻辑与思路

【摘要】：中国经济已在事实上经历了一段较长的减速期,中央政府的经济增长目标和经济增长计划表达了主动减速倒逼经济发展方式转变的愿望,生态文明建设成为减速背景下转变经济发展方式逻辑上的政策着力点。通过发展知识产业与环境产业和释放生态文明建设的制度红利获得新的经济增长动力,通过转型需求结构和满足民众生态型公共产品需求重构经济社会发展体系,是主动减速背景下建设生态文明的实践思路。
[Abstract]:China's economy has in fact experienced a relatively long period of deceleration. The central government's economic growth targets and economic growth plan have expressed the desire to actively slow down and force the economic development mode to change. The construction of ecological civilization has become the policy focus of changing the mode of economic development under the background of deceleration. Through developing the knowledge industry and environmental industry and releasing the institutional dividend of ecological civilization construction, we can obtain the new economic growth power, and reconstruct the economic and social development system by transforming the demand structure and satisfying the needs of the people's ecological public goods. It is the practice thought of constructing ecological civilization under the background of active deceleration.
