陕西省承接东部产业转移效应分析

【摘要】：改革开放以来，我国东部沿海地区经济发展迅速。经济发展的同时，东部企业受资源因素的制约影响越来越明显，产业结构急需调整与升级。“十二五”计划中区域经济政策如何调整这一课题引起了诸多学者的关注，特别是如何使东部地区更有效的转移产业，使西部地区承接产业转移的过程和结果更加合理优化，更是需要考虑的重点问题。在这种情况下，国家大力支持鼓励西部地区承接东部产业转移。受惠于西部大开发政策，陕西凭借自身优势，经过十几年的发展，已具备承接东部产业转移的条件。在这种背景下，提出陕西承接东部产业转移问题。本文以承接地陕西省为研究对象，在评析产业转移相关理论的基础上，分析了陕西承接东部产业转移的现状，主要包括：采用主成分分析方法对我国经济区域梯度分布状况进行综合评价，得出陕西经济水平居于我国经济梯度的中下水平；采用定量分析，通过大量数据、图表等说明陕西承接东部产业转移状况；对同一梯度的陕西、四川及重庆就承接东部产业转移资金、项目、行业等方面作比较分析；最后总结得出陕西省承接东部地区产业转移的优势和问题。在分析陕西承接东部产业转移现状之后，定量分析了近十年来陕西省承接东部地区产业转移的成果，主要采用协整、回归、构建生产函数模型、产业静态和动态集聚指数、霍夫曼系数及产业偏离度的方法来分析经济增长，就业扩大、技术溢出、产业集聚和产业结构五个方面的效应。分析结论如下：（1）承接东部产业转移对陕西经济的增长起到一定的推动作用，对就业的扩大有促进作用；（2）承接东部产业转移有利于提高陕西技术进步率，但对陕西技术进步水平有一定阻碍作用，主要原因是引资过程重量不重质，技术溢出效应不明显；（3）陕西承接东部地区产业转移存在集聚效应，但产业集聚受资源禀赋的影响严重，集聚产业主要集中在文教体育用品制造业、橡胶制品业、塑料制品业、木、竹、藤、棕、草制造业以及黑色金属冶炼及压延加工业；（4）陕西产业结构偏离度总体上呈现下降趋势，承接东部产业转移对陕西产业结构合理化起到积极的效应，其中重工业得到迅速发展，轻重产业机构比例失调现象严重。最后，，针对承接东部产业转移存在的问题以及面对西部大开发的良好机遇，陕西应积极采取提高认识、把握重点、科学承接，积极优化承接环境，加快产业园区建设，增强产业配套能力等措施，以有效承接产业转移。
[Abstract]:Since the reform and opening up, China's eastern coastal areas have developed rapidly. At the same time of economic development, the eastern enterprises are affected by resource factors more and more obviously, and the industrial structure is in urgent need of adjustment and upgrading. How to adjust the regional economic policy in the 12th Five-Year Plan has attracted the attention of many scholars, especially how to make the eastern region transfer industry more effectively, so that the process and result of undertaking industrial transfer in the western region will be more reasonable and optimized. More important issues need to be considered. In this case, the state strongly supports and encourages the western region to undertake industrial transfer in the east. Thanks to the western development policy, Shaanxi, with its own advantages and more than ten years of development, already has the conditions to undertake the industrial transfer in the east. In this context, Shaanxi to undertake the issue of industrial transfer in the east. This paper takes Shaanxi Province as the object of study, analyzes the current situation of industrial transfer in Shaanxi Province on the basis of analyzing the relevant theories of industrial transfer. The main contents are as follows: using principal component analysis (PCA) method to evaluate the distribution of regional economic gradient in China, we can draw a conclusion that the economic level of Shaanxi is in the middle and lower level of the economic gradient of our country, the quantitative analysis is adopted, and a large number of data are used. The chart shows the situation of industrial transfer in the eastern part of Shaanxi province, and makes a comparative analysis on the capital, project, industry and so on in the same gradient of Shaanxi, Sichuan and Chongqing. Finally, the author concludes the advantages and problems of undertaking industrial transfer in the eastern part of Shaanxi Province. After analyzing the present situation of industrial transfer in the eastern part of Shaanxi province, this paper quantitatively analyzes the achievements of industrial transfer in the eastern part of Shaanxi province in the past ten years. The main methods are cointegration, regression, production function model, static and dynamic industrial agglomeration index. The Hoffman coefficient and the degree of industrial deviation are used to analyze the effects of economic growth, employment expansion, technology spillover, industrial agglomeration and industrial structure. The conclusions of the analysis are as follows: (1) undertaking industrial transfer in the east will promote the growth of Shaanxi economy and promote the expansion of employment; (2) undertaking industrial transfer in the east is beneficial to improve the rate of technological progress in Shaanxi, but it has a certain hindrance to the level of technological progress in Shaanxi, the main reason is that the weight of the process of attracting capital is not heavy on quality and the effect of technology spillover is not obvious; (3) there is agglomeration effect in Shaanxi to undertake industrial transfer in the eastern region, but industrial agglomeration is seriously affected by resource endowment. The agglomeration industries are mainly concentrated in cultural and educational sports goods manufacturing, rubber products, plastic products, wood, bamboo, rattan, brown, etc. Grass manufacturing and ferrous metal smelting and calender processing industry; 4) the deviation degree of Shaanxi industrial structure shows a downward trend on the whole. Undertaking the industrial transfer in the east plays a positive role in the rationalization of Shaanxi industrial structure, in which heavy industry develops rapidly, and the imbalance of heavy and heavy industrial institutions is serious. Finally, in view of the problems existing in undertaking the industrial transfer in the east and the good opportunities for the large-scale development of the western region, Shaanxi should actively take measures to raise awareness, grasp the key points, undertake scientifically, actively optimize the undertaking environment, and speed up the construction of industrial parks. Enhance industry supporting capacity and other measures to effectively undertake industrial transfer.
