阿拉善生态移民后续产业发展对策研究

【摘要】：20世纪中后叶,由于人口压力的增加,人们的经济活动不断增强,开始逐渐超出生态环境承载能力。全国第六次人口普查表明,西部单位土地面积平均承载力只有中东部地区的十几分之一,甚至几十分之一。为此,必须加强西部地区生态建设和环境保护。生态移民是西部地区恢复和保护生态环境的必然选择之一。内蒙古自治区是我国北方地区重要的生态屏障,而阿拉善盟又是内蒙古最重要的生态屏障,因此阿拉善盟的生态环境状况直接影响着区内外社会稳定以及经济、生态的可持续发展。伴随着生态移民工程的实施,生态移民选择何种后续产业、移民后续产业如何更好的发展已经成为亟须解决的重要课题。 2012年中国共产党第十八次代表大会胜利召开。大会把小康社会从“建设”到“建成”变为目标,以科学发展为主题、以加快转变经济发展方式为主线,包括生态文明在内的“五位一体”总布局,这不仅仅是全面建成小康社会的全新要求,必将也是生态移民后续产业发展的政策导向和有利时机。本文通过实地调研、发放问卷、访谈、座谈、查阅有关资料等方式,采用采用国际经济学、区域经济学、经济地理学、发展经济学以及民族经济学等多学科理论及相应研究方法,在梳理国内学界关于生态移民后续产业发展状况的基础上,通过对阿拉善盟生态移民及后续产业发展实地调研,重点分析了阿拉善盟生态移民后续产业发展状况.以阿敦高勒嘎查为例,对其生态移民后续产业选择进行了评估与选择,在此基础上提出了阿拉善盟生态移民后续产业发展所存在的问题,以及今后的发展方向和对策。
[Abstract]:In the middle and later part of the 20th century, because of the increasing population pressure, the economic activities of people increased and gradually exceeded the carrying capacity of ecological environment. The sixth national census shows that the average carrying capacity per unit land area in the western part of China is only ten percent or even tens of percent of that in the central and eastern part of the country. Therefore, we must strengthen ecological construction and environmental protection in the western region. Ecological migration is one of the inevitable choices to restore and protect the ecological environment in the western region. The Inner Mongolia Autonomous region is an important ecological barrier in the northern part of China, and the Alashan League is the most important ecological barrier in Inner Mongolia. Therefore, the ecological environment of the Alashan League has a direct impact on the social stability and the economy inside and outside the region. The sustainable development of ecology. With the implementation of the ecological migration project, it has become an important issue that how to choose what kind of follow-up industry and how to develop the migration follow-up industry. The 18 th Congress of the Communist Party of China was successfully held in 2012. The conference turned a well-off society from "building" to "building" into a goal, taking scientific development as the theme, speeding up the transformation of the mode of economic development as the main line, and the overall layout of "five in one", including ecological civilization. This is not only a new requirement for building a well-off society in an all-round way, but also a policy direction and a favorable opportunity for the subsequent industrial development of ecological immigrants. This paper adopts international economics, regional economics, economic geography and so on through field research, questionnaires, interviews, interviews and so on. On the basis of combing the status of ecological migration follow-up industry development in domestic academic circles, through the field investigation of ecological migration and subsequent industry development in Alashan League, development economics and national economics and other multi-disciplinary theories and corresponding research methods are reviewed. Focus on the analysis of the Alashan League ecological migration follow-up industry development. Taking Adun Gale Gacha as an example, this paper evaluates and selects the subsequent industry selection of ecological migration, and puts forward the problems existing in the development of ecological migration follow-up industry in Alashan League, as well as the development direction and countermeasures in the future.
