云南省第三产业内部结构优化问题研究

【摘要】：改革开放以来，我国经济高速发展，工业化进程不断加快，第三产业所占国民生产总值比重逐年上升，第三产业内部结构水平对于第三产业乃至整体经济增长将有越来越重要的影响作用。在“十一五”期间，由于云南省经济发展迅速以及政府政策上的扶持，，使云南省第三产业生产总值有了较大的提高，但与发达城市相比，云南省第三产业内部结构较为落后。本文将发达国家与我国三次产业结构以及第三产业内部结构变动路径进行分析及比较，揭示第三产业内部结构合理化和高级化的发展规律。同时，通过对云南省第三产业内部结构演变路径及其优化水平进行分析，找出云南省第三产业内部结构演变发展中存在的问题，提出促进云南省第三产业内部结构发展及优化的政策建议。在实证分析中，运用统计手段，通过影响云南省第三产业发展的各因素与第三产业各行业占地区生产总值比重的相关关系，建立回归模型。以云南省“十二五”规划的相关既定目标为参考值，代入回归方程，对“十二五”期间云南省第三产业内部各行业的发展速度进行预测。按照第三产业各行业发展的轻重缓急，提出在“十二五”期间云南省第三产业内部结构优化的目标，保证其他服务业（信息软件业、旅游业、教育文化卫生服务业等）在第三产业内部最快的发展速度，然后依次是批发零售和餐饮业、交通运输和邮电仓储业、金融保险业、房地产业。指出云南省第三产业内部结构优化思路，构建科学合理的产业布局，大力发展新兴服务业，满足社会服务总需求，构建现代服务业新体系。最后，提出政策建议，要重点发展信息技术服务业，实现产业信息现代化；加快发展科教文卫，提高居民生活质量；提升批发、零售等商贸服务业整体水平，提高运作效率；抓住“桥头堡”战略机遇，加快交通运输仓储业的发展；进一步深化金融改革，扩大保险领域，实现资金有效配置；全面推进旅游业标准化体系的建立，提高服务质量。
[Abstract]:Since the reform and opening up, China's economy has developed at a high speed, the industrialization process has been speeding up, and the proportion of the tertiary industry in the gross national product has increased year by year. The level of internal structure of tertiary industry will have more and more important effect on the growth of tertiary industry and even the whole economy. During the 11th Five-Year Plan period, due to the rapid economic development of Yunnan Province and the support of government policies, the tertiary industry GDP of Yunnan Province has been greatly improved, but compared with the developed cities, the internal structure of the tertiary industry in Yunnan Province is relatively backward. This paper analyzes and compares the third industrial structure and the internal structure of the tertiary industry between developed countries and China, and reveals the law of the rationalization and advanced development of the internal structure of the tertiary industry. At the same time, through the analysis of the evolution path and optimization level of the internal structure of the tertiary industry in Yunnan Province, the problems existing in the evolution and development of the internal structure of the tertiary industry in Yunnan Province are found out. This paper puts forward some policy suggestions to promote the development and optimization of the tertiary industry in Yunnan Province. In the empirical analysis, by means of statistics, the regression model is established through the correlation between the factors affecting the development of the tertiary industry in Yunnan and the proportion of the tertiary industry to the regional GDP. Taking the relevant target of the 12th Five-Year Plan of Yunnan Province as the reference value and substituting the regression equation, this paper forecasts the development speed of the tertiary industry in Yunnan Province during the 12th Five-Year Plan period. According to the priorities of the development of various industries in the tertiary industry, the paper puts forward the goal of optimizing the internal structure of the tertiary industry in Yunnan during the 12th Five-Year Plan to ensure other service industries (information software industry, tourism industry, Education, culture, health service and so on) the fastest development rate in the tertiary industry, followed by wholesale, retail, catering, transportation, post and telecommunications warehousing, finance and insurance, real estate. It is pointed out that the internal structure of the tertiary industry in Yunnan Province should be optimized, the scientific and reasonable industrial layout should be constructed, the emerging service industry should be developed vigorously to meet the total demand of social service, and a new system of modern service industry should be constructed. Finally, the paper puts forward some policy suggestions, such as developing information technology service industry, realizing the modernization of industry information, speeding up the development of science, education, culture and health, improving the quality of life of residents, raising the overall level of commercial and commercial service industry, such as wholesale, retail and so on, and improving the operational efficiency. Seize the strategic opportunity of "bridgehead", speed up the development of transportation and warehousing industry; further deepen the financial reform, expand the insurance field, realize the effective allocation of funds; comprehensively promote the establishment of tourism standardization system and improve service quality.
