辽宁省主导产业选择基准及其方法研究

【摘要】：区域主导产业是那些在区域经济结构中占比大、经济效益好、创新能力突出、市场前景广阔同时与上下游产业关联性强的产业群,是区域经济增长的主要动力。目前,许多中外学者对主导产业选择问题已经进行了大量的理论和实证研究,并已在主导产业选择的基准和指标体系的研究上取得了很多成果。但是,鉴于区域经济具有多样性和复杂性的特点,不同的学者在对具体区域进行主导产业选择的过程中选取了不同的基准和指标,从而导致主导产业选择的结论不能达成广泛共识。因此,本文将主导产业的选择基准及其方法作为对象,研究各个区域在选择主导产业过程中采用何种基准、指标和选择方法。选择主导产业的前提是界定与主导产业相近的概念,以避免因混淆概念而导致的主导产业选择基准偏离。本文在系统总结了国内外主导产业选择研究理论基础上,确定辽宁省主导产业选择的五个基准：比较优势基准、产业关联基准、技术进步基准、市场潜力基准、可持续基准。文章分析辽宁省产业结构的现状,探讨辽宁省产业内部结构和效益,指明辽宁省产业结构中存在的四大问题：1.三次产业结构演变不合理。2.第二产业大而不强。3.第三产业发展落后。4.产业发展不均衡,产业关联度低。最后在综合辽宁省产业发展客观现状的基础上采用综合指数法选择辽宁省主导产业,并最终确定辽宁省应该重点优先发展的主导产业：石油加工、炼焦及核燃料加工业,交通运输设备制造业,通信设备、计算机及其他电子设备制造业,交通运输及仓储业、邮电业。
[Abstract]:Regional leading industries are the industrial clusters with large proportion in regional economic structure, good economic benefit, outstanding innovation ability, broad market prospect and strong correlation with upstream and downstream industries, and are the main driving force of regional economic growth. At present, many Chinese and foreign scholars have done a lot of theoretical and empirical research on the choice of leading industry, and have made a lot of achievements in the research of the benchmark and index system of leading industry selection. However, in view of the diversity and complexity of regional economy, different scholars choose different benchmarks and indicators in the process of choosing leading industries in specific regions. As a result, the conclusion of leading industry selection can not reach a broad consensus. Therefore, this paper takes the selection benchmark and its method of leading industry as the object, and studies what kind of benchmark, index and selection method are used in the process of selecting leading industry in each region. The premise of choosing the leading industry is to define the concept similar to the leading industry so as to avoid the deviation of the leading industry selection benchmark caused by the confusion of the concept. On the basis of systematically summarizing the theory of leading industry selection at home and abroad, this paper determines five benchmarks of leading industry selection in Liaoning Province: comparative advantage benchmark, industrial association benchmark, technological progress benchmark, market potential benchmark and sustainable benchmark. This paper analyzes the present situation of Liaoning's industrial structure, probes into the internal structure and benefits of Liaoning's industry, and points out four major problems in Liaoning's industrial structure: 1. Three industrial structure evolution unreasonable. 2. The second industry is big but not strong. The development of the tertiary industry lags behind. The industrial development is not balanced, the industrial correlation degree is low. Finally, on the basis of synthesizing the present situation of Liaoning's industrial development, adopting the comprehensive index method to select Liaoning's leading industries, and finally determining the leading industries that Liaoning should give priority to: oil processing, coking and nuclear fuel processing industries. Transportation equipment manufacturing, communications equipment, computer and other electronic equipment manufacturing, transportation and storage industry, post and telecommunications industry.
