湖南省城乡居民收入差距问题研究

【摘要】：进入新世纪以来,我省的经济发展迅速发展,居民收入稳步增长。但受多重因素的影响,近年来我省农民收入相对增长缓慢,城乡居民之间的收入差距呈现不断扩大的态势,在我国处于社会主义初级阶段的发展状况下,适当的居民收入差距是不可避免的。但任由收入差距的扩大而不加以控制,一方面对社会稳定和经济发展产生负面影响；另一方面,城乡收入差距所体现出的深层次的原因,其实是农民收入偏低问题。在这样的情况下,如果增加农民收入,推行收入平衡,缩小城乡收入差距成为湖南省实现全面建设小康社会的关键问题。本文从湖南省城乡居民收入差距的现在出发,利用二元经济结构理论、外部性理论、人力资本理论,作为理论基础。通过对本省和全国平均水平的比较找出导致本省在城乡居民收入差距的原因,并作出理论分析,得出了一系列的导致目前城乡居民收入不断扩大的原因,并对如何解决这些问题进行了探讨,并从统一城乡劳动力市场；发展第一和第三产业；加强农村基础设施建设；加强农村基础教育投入；推行公共产品供给制度一体化；加强技术交流引进外资等方面提出一系列的政策建议。
[Abstract]:Since entering new century, our province's economy develops rapidly, resident income grows steadily. However, due to the influence of many factors, the income of farmers in our province has been increasing slowly in recent years, and the income gap between urban and rural residents has been widening constantly. Under the condition that our country is in the primary stage of socialism, A proper income gap is inevitable. On the one hand, it has a negative impact on social stability and economic development; on the other hand, the deep reason of urban-rural income gap is the low income of farmers. Under such circumstances, if the farmers' income is increased, the income balance is promoted, and the income gap between urban and rural areas is reduced, it is a key problem for Hunan Province to build a well-off society in an all-round way. Starting from the income gap between urban and rural residents in Hunan Province, this paper makes use of the dual economic structure theory, externality theory and human capital theory as the theoretical basis. By comparing the average level of the province with the national average, we find out the reasons leading to the income gap between urban and rural residents in this province, and make a theoretical analysis, and draw a series of reasons leading to the continuous expansion of the income of urban and rural residents at present. And how to solve these problems is discussed, and from unifying the urban and rural labor market, developing the first and third industries, strengthening the rural infrastructure construction, strengthening the rural basic education investment, promoting the integration of public goods supply system; A series of policy suggestions were put forward to strengthen the exchange of technology and introduce foreign capital.
