以山东省人才结构调整带动其产业结构调整的对策研究

【摘要】:“十二五”时期是山东省全面建设小康社会、实现富民强省新跨越的关键时刻,是深化改革开放、加快转变经济发展方式的攻坚时期,必须继续抓住和用好重要战略机遇期,进一步推动产业结构的优化升级,加快建设经济强省。在全国经济结构转型大背景下,尽管“十一五”以来山东省作为经济大省已在产业结构调整方面取得新进展:农业连续8年增产、制造业强省建设成效显著、服务业规模和质量逐步提升。但为抓住此重要战略机遇期、实现有大到强的历史跨越,山东省仍应坚持产业结构调整的经济发展指导原则。此外,虽然近年来山东一直贯彻执行人才强省的发展战略,大力开发和引进高层次人才,致力于依靠人才储备来拉动经济的转型,但人才力量的配备尚未到位,仍需进一步调整人才结构以充分发挥人才竞争力。鉴于山东省现有人才结构和产业结构皆有待完善的事实,本文试图以人才结构与产业结构的适配理论为基础,,通过优先调整和完善人才结构使其人才效能得到充分发挥,进而起到带动和促进产业结构调整的作用。 文章首先对以山东省人才结构调整带动其产业结构调整的要求进行研究;接着对山东省人才结构和产业结构的现状及其关联度进行分析;最后确定以人才结构调整带动山东省产业结构调整的目标、主要举措和相应的保证政策,调整措施包括优化人才区域结构以改善产业分布、完善人才行业结构以发展重点产业、调整人才专业结构以支持新兴产业、改善人才能级结构以提升基础产业共四个方面,旨在构建一个优化完善的人才系统并带动和促进产业结构的调整。
[Abstract]:The 12th Five-Year Plan period is the key moment for Shandong Province to build a well-off society in an all-round way and realize a new leap forward in enriching the people and strengthening the province. It is also a critical period for deepening reform and opening up and speeding up the transformation of economic development mode. We must continue to grasp and make good use of the important strategic opportunities. We will further promote the optimization and upgrading of the industrial structure and speed up the construction of strong economic provinces. In the context of the transformation of the national economic structure, although Shandong Province, as a major economic province, has made new progress in industrial restructuring since the 11th Five-Year Plan, the agricultural industry has increased production for eight consecutive years, and the construction of a strong manufacturing province has achieved remarkable results. The scale and quality of the service industry have been gradually upgraded. However, in order to seize this important strategic opportunity period and realize the historical leap from big to strong, Shandong Province should adhere to the guiding principle of economic development in the adjustment of industrial structure. In addition, although in recent years Shandong has been carrying out the development strategy of a strong province with strong talents, vigorously developing and introducing high-level talents, and devoting itself to relying on talent reserves to stimulate economic transformation, the allocation of talent forces has not yet been put in place. We still need to further adjust the talent structure to give full play to the talent competitiveness. In view of the fact that the existing talent structure and industrial structure of Shandong Province need to be improved, this paper attempts to give full play to the talent efficiency through the priority adjustment and improvement of the talent structure on the basis of the theory of the adaptation of the talent structure and the industrial structure. Then play the role of driving and promoting the adjustment of industrial structure. This paper first studies the requirements of the adjustment of the industrial structure driven by the adjustment of the talent structure of Shandong Province, and then analyzes the present situation and the related degree of the talent structure and the industrial structure of Shandong Province. Finally, it determines the target, main measures and corresponding guarantee policies to promote the adjustment of industrial structure of Shandong Province with the adjustment of talent structure. The adjustment measures include optimizing the regional structure of talents to improve the industrial distribution, and perfecting the structure of the talent industry to develop key industries. Adjusting the professional structure of talents to support the new industry and improving the structure of talent level in order to promote the basic industry are four aspects in order to construct an optimized talent system and to promote and promote the adjustment of industrial structure.
