【摘要】：产业转型是资源型城市面临资源枯竭和生态环境持续发展需要所作出的一次具有革命性的战略变革与创新。在现实环境中,虽然产业转型对于大多数的资源枯竭型企业迫在眉睫,而在转型过程中能够有所突破,结合实际情况切实解决所面临的问题和困难的案例少之又少,大多数城市在进行产业转型中都是摸索着前进,甚至走向失败,能否顺利、成功实现产业转型,不仅关系着地区经济结构调整和发展方式转变,更是对区域经济、社会和生态的可持续发展具有重要影响。近年来,乌海市凭借其独特的地理区位、资源禀赋和政策优势,做大做强传统优势资源型产业,以煤焦化、氯碱化工为发展重点,打造煤焦化、氯碱化工、精细化工等若干个规模和水平居国内前列的重化工产业集群,打造乌海市焦炭、PVC交易中心,培育了一批具有国际竞争力的企业和知名品牌。但是,随着资源的不断开发利用,乌海市的自有资源面临枯竭的威胁,并被国家确定为第三批资源枯竭型城市,受资源优势日渐衰减和市场经济诸多不确定因素的影响,乌海市资源型产业推进转型发展势在必行,而且任务紧迫艰巨,压力巨大。本文在分析资源型产业发展趋势、相关产业技术进展和政策环境等影响产业发展各项因素的基础上,有针对性的对乌海市周边地区产业发展情况和乌海市自身资源、基础设施、环保、区位优势及政策等优劣势分析,分析其产业转型条件和机遇,对资源型产业转型的必要性、可行性进行了较为深入的描述,研究其产业转型的战略定位、设计和选择,得出乌海市应利用好现有的产业基础,采取引进先进的工艺设备、构建创新体系、培养高层次人才、积极开展资本运作等措施,加快资源型产业转型的步伐,推进产业结构的多元性,推进经济、城市两个转型,建立完善的科学发展体系,提升城市发展层次。
[Abstract]:Industrial transformation is a revolutionary strategic change and innovation that resource-based cities are faced with the needs of resource depletion and sustainable development of ecological environment. In the real environment, although the industrial transformation is urgent for most resource-exhausted enterprises, but in the process of transformation can have a breakthrough, combining with the actual situation to effectively solve the problems and difficulties faced by very few cases, In the process of industrial transformation, most cities are groping forward, even going to failure, whether they can successfully realize the industrial transformation, not only relates to the adjustment of the regional economic structure and the transformation of the development mode, but also to the regional economy. Social and ecological sustainable development has an important impact. In recent years, Wuhai City, with its unique geographical location, resource endowment and policy advantages, has become bigger and stronger in traditional resource-based industries, with coal coking and chlor-alkali chemical industry as the focus of development, to build coal coking and chlor-alkali chemical industry, A number of scale and level heavy chemical industry clusters, such as fine chemical industry, have been established in Wuhai City, and a number of international competitive enterprises and famous brands have been cultivated. However, with the continuous development and utilization of resources, the self-owned resources of Wuhai City are threatened by exhaustion, and have been designated as the third group of resource-exhausted cities by the state, which is influenced by the declining of resource superiority and the many uncertain factors of market economy. It is imperative to promote the transformation and development of resources industry in Wuhai City, and the task is urgent and arduous, and the pressure is enormous. On the basis of analyzing the development trend of resource-based industries, the technological progress of related industries and the policy environment, this paper analyzes the industrial development situation in the surrounding areas of Wuhai City and the resources and infrastructure of Wuhai City. This paper analyzes the advantages and disadvantages of environmental protection, location advantages and policies, analyzes the conditions and opportunities of industrial transformation, describes the necessity and feasibility of the transformation of resource-based industries, and studies the strategic positioning, design and selection of the industrial transformation. It is concluded that Wuhai City should make good use of the existing industrial foundation, take measures to speed up the transformation of resource-based industries by introducing advanced technological equipment, building innovative systems, cultivating high-level talents, and actively carrying out capital operations, etc. To promote the diversity of industrial structure, to promote the economic and urban transformation, to establish a sound scientific development system, and to enhance the level of urban development.
