基于AHP-NRCA模型的中国海洋产业竞争力评价

【摘要】:改革开放以来,我国沿海地区的海洋产业发展速度非常快,从十一届三中全会以前仅有的海洋渔业、海洋盐业和交通运输业三大传统产业,到20世界90年代的海洋油气业、旅游业、海洋矿业的发展,接着到21世纪海洋新兴产业的兴起,海洋资源经济产业对国家经济和社会发展的贡献力度逐变大,但是沿海各地区海洋产业发展的空间布局不合理,资源配置能力差,导致各省市的海洋产业竞争力匹配度差,因此,一定的程度上造成了各省市的经济发展的差距。 本文从竞争优势和比较优势相结合的新思维对海洋产业竞争力进行评价分析,利用沿海地区11个省市2006~2010年相关的数据,采用层次分析法和NRCA模型对沿海省市的海洋产业竞争力进行综合评价。计算结果表明,,沿海省市竞争优势可以分为强、中、弱竞争优势三类,而在比较优势方面,则可以分为在区位、环境、区位-资源比较优势三类。采用Fuzzy ISODATA聚类模型对竞争优势和比较优势进行分类。结果:山东和广东两属于强竞争优势—区位、资源比较优势区;上海属于强竞争优势—区位比较优势区;天津和浙江属于中竞争优势—区位比较优势区;辽宁和江苏属于中竞争优势—区位、资源比较优势区;福建省属于中竞争优势—环境比较优势区;广西和海南省属于弱竞争优势—环境比较优势区;河北省属于弱竞争优势—区位比较优势区。最后对各省市海洋产业竞争力及其培育途径进行分析。研究成果对于丰富我国海洋产业竞争力评价理论具有一定的应用价值与理论意义,对于提高我国海洋产业的竞争力、促进沿海地区海洋资源的优化与产业布局的调整具有一定的指导意义。 本文主要的研究成果与结论如下: 1)基于对产业竞争力内涵的理解,认为海洋产业竞争力由竞争优势和比较优势两个基本要素组成,其中竞争优势与资源利用有关,比较优势与资源禀赋有关。 2)聚类模型进行优势类型分类,分类结果基本上能够反映研究区实际情况,与国家相关海洋发展战略基本吻合,说明采用AHP-NRCA模型进行海洋产业竞争力评价是可行的,研究成果在一定程度上丰富了海洋产业竞争力评价理论。 3)各地区应根据实际情况,充分发挥自身的比较优势和竞争优势,科学配置海洋资源,合理调整产业结构布局,积极培植主导产业,带动海洋产业发展,对于提高沿海地区海洋产业竞争力具有一定的指导意义。
[Abstract]:Since the reform and opening up, the marine industry in the coastal areas of our country has developed very fast. From the three traditional industries of marine fishery, marine salt industry and transportation industry, which were only before the third Plenary session of the Eleventh Central Committee, to the offshore oil and gas industry in the 1990s. With the development of tourism and marine mining, and then with the rising of new marine industries in the 21st century, the contribution of marine resources economic industries to the national economic and social development has increased gradually, but the spatial distribution of marine industry development in coastal areas is unreasonable. The poor resource allocation ability leads to the poor matching degree of the marine industry competitiveness of the provinces and cities, so to a certain extent, it causes the disparity of the economic development of the provinces and cities. Based on the new thinking of combining competitive advantage with comparative advantage, this paper evaluates and analyzes the competitiveness of marine industry, and makes use of the relevant data of 11 provinces and cities in coastal areas from 2006 to 2010. Analytic hierarchy process (AHP) and NRCA model are used to evaluate the competitiveness of marine industry in coastal provinces and cities. The results show that the competitive advantages of coastal provinces and cities can be divided into three categories: strong, medium and weak competitive advantages, while in terms of comparative advantages, they can be divided into three categories: location, environment and location-resources comparative advantage. Fuzzy ISODATA clustering model is used to classify competitive advantage and comparative advantage. Results: Shandong and Guangdong belong to strong competitive advantage-location, resources comparative advantage area, Shanghai belongs to strong competition advantage-location comparative advantage area, Tianjin and Zhejiang belong to middle competition advantage-location comparative advantage area; Liaoning and Jiangsu belong to middle competitive advantage-location, resources comparative advantage area, Fujian province belongs to middle competition advantage-environment comparative advantage area, Guangxi and Hainan province belong to weak competition advantage-environment comparative advantage area; Hebei Province belongs to the weak competitive advantage-location comparative advantage area. Finally, the paper analyzes the competitiveness and cultivation of marine industry in various provinces and cities. The research results have certain applied value and theoretical significance to enrich the evaluation theory of China's marine industry competitiveness, and to improve the competitiveness of our country's marine industry. It is of guiding significance to promote the optimization of marine resources and the adjustment of industrial layout in coastal areas. The main research results and conclusions are as follows: 1) based on the understanding of the connotation of industrial competitiveness, it is considered that the competitiveness of marine industry is composed of two basic elements: competitive advantage and comparative advantage, among which competitive advantage is related to the utilization of resources, and comparative advantage is related to resource endowment. 2) the clustering model classifies the dominant types, and the classification results can basically reflect the actual situation of the study area, which is basically consistent with the national marine development strategy. It shows that it is feasible to use the AHP-NRCA model to evaluate the competitiveness of marine industry. To some extent, the research results enrich the evaluation theory of marine industry competitiveness. 3) according to the actual situation, all regions should give full play to their comparative and competitive advantages, scientifically allocate marine resources, rationally adjust the layout of industrial structure, actively cultivate leading industries, and promote the development of marine industries. It has certain guiding significance for improving the competitiveness of marine industry in coastal areas.
