山西省统筹城乡发展制度创新研究

【摘要】：城乡统筹发展是解决我国二元经济结构的根本问题,同时也是党中央十七届三中全会提出的战略性发展问题。在深入借鉴国内外学者关于城乡统筹发展制度创新等观点以及中外城乡统筹实践经验的基础上,初步设计出山西省统筹城乡发展制度体制系统方案。而且加快推进我国社会主义新农村建设,大力推动城乡统筹发展,对全面贯彻党的十七大精神,深入贯彻落实科学发展观,夺取全面建设小康社会新胜利、开创中国特色社会主义事业新局面,具有重大而深远的意义。中国的城乡统筹发展是以马克思主义的制度观理论为主导,以西方制度经济学理论的制度观为辅佐,基于中国制度环境的实际情况,全面深入探讨建立健全山西省统筹城乡发展的具体制度和实施机制的创新问题。本文通过对山西省在城乡统筹发展过程中所面临的难题进行深入剖析,结合当前全国、全省的政治、经济等大背景,提出山西省统筹城乡发展的机遇与挑战、目的和意义、任务与内容等整体性的分析框架。同时,在山西省城乡统筹整体分析框架的基础上,本文通过借鉴国内外及省内外的城乡统筹发展实践经验,创造性的结合山西省各地市、县(乡)的具体实际情况开展全省域、全方位、系统性的城乡统筹发展规划,制定出有实际意义的城乡统筹配套改革体制、机制,并相应的建立健全完善的制度实施机制。
[Abstract]:The overall development of urban and rural areas is the fundamental problem to solve the dual economic structure of our country, and it is also the strategic development problem raised by the third Plenary session of the 17th Central Committee of the CPC Central Committee. On the basis of drawing lessons from the views of scholars at home and abroad on the innovation of urban-rural overall development system, and on the basis of the practical experience of domestic and foreign urban-rural planning, the system scheme of Shanxi Province's overall urban-rural development system is preliminarily designed. And to accelerate the construction of a new socialist countryside in our country, to vigorously promote the overall development of urban and rural areas, to comprehensively implement the spirit of the 17th National Congress of the Party, to thoroughly implement the concept of scientific development, and to win a new victory in building a well-off society in an all-round way. It is of great and far-reaching significance to create a new situation in the cause of socialism with Chinese characteristics. The overall development of China's urban and rural areas is guided by the Marxist theory of institutional view, supplemented by the institutional view of western institutional economics. Based on the actual situation of China's institutional environment, this paper probes into the innovation of establishing and perfecting the specific system and implementation mechanism of Shanxi Province to coordinate the development of urban and rural areas. Through the thorough analysis of the problems faced by Shanxi Province in the process of overall urban and rural development, combined with the political and economic background of the whole country and the whole province, this paper puts forward the opportunity and challenge, purpose and significance of Shanxi Province's overall urban and rural development. At the same time, on the basis of the overall analysis framework of Shanxi Province's urban-rural overall planning, this paper, through drawing lessons from the practical experience of urban and rural development at home and abroad as well as inside and outside the province, creatively combines the cities of Shanxi Province with the overall development of urban and rural areas. County (township) of the specific actual situation of the province, all-round, systematic urban and rural development planning, to formulate a practical significance of urban and rural overall planning reform system, mechanism, and the corresponding establishment of a sound system implementation mechanism.
