四川产业园区与城市空间协调发展研究

【摘要】:产业园区是现代产业、尤其是工业的集聚区,是现代产业发展的空间载体。与传统的城市工业区不同,现代产业园区具有用地规模大、产业集聚程度高、空间上相对独立、基础配套设施齐备、功能布局完善等特点。产业园区虽然也有一定的居住、商业、娱乐等公共配套设施,但究其功能而言,产业园区仍是具有单一产业功能或以产业功能为主的经济地域单元,不能或难以以完全独立的形式存在。城市是指一定规模及密度的非农业人口聚集地和一定层级地域的经济、政治、社会和文化中心。而产业园区从形成到发展与城市是密切相关的,城市为产业园区提供服务功能,产业园区对城市有支撑作用。 产业园区是企业在地理空间上集聚而形成的一种点状分布的工业地域,城市是人口在空间上的集聚而形成的一种点状分布的聚落,二者的在空间上的协调表现为即不是太近又不是太远,即在合理的空间尺度上,这样二者才能在各自不受影响的状况下产生相互作用,即形成有形资源的流动和隐性资产的共享,这使得产业园区与城市可形成耦合发展模式,从而获得协同效应带来的叠加增效效应。并系统的总结出产业园区与城市的空间协调包括地理方位协调、空间聚合性协调、空间等级协调,空间距离协调和空间可达性协调五方面的内容。 基于上述理论支撑,以获取的四川省199个县级以上产业园区的有效数据为准,对产业园区和城市空间行政等级协调性、规模协调性、空间距离协调性和空间可达性协调四个方面作数据分析,最后得出四川产业园区与城市的空间行政等级整体不协调,主要表现在省级产业园区和市州级产业园区依托城市以县城为主,比例均超过50%;规模整体不协调,出现大量产业园区依托大的城市发展,经济规模却小于依托小城市发展的产业园区;空间距离协调方面整体相对不协调,空间距离过远和太近两种情况均存在,不协调数量占据整体的四分之一;空间可达性方面整体不协调。省级、市州级和县级产业园区在空间可达性上,均表现较弱,其中县级产业园区的行驶时间最长。并综合上述实际总结四川产业园区与城市协调发展过程中存在的问题,提出理顺空间关系,统筹战略规划,推进互动作用和完善交通体系四个发展建议。
[Abstract]:The industrial park is the modern industry, especially the industrial agglomeration area, is the space carrier of the modern industry development. Different from the traditional urban industrial zones, modern industrial parks are characterized by large scale of land, high degree of industrial agglomeration, relatively independent space, complete basic facilities and perfect functional layout. Although industrial parks also have some public supporting facilities such as residence, commerce, entertainment and so on, as far as their functions are concerned, industrial parks are still economic regional units with a single industrial function or mainly industrial functions. Unable or difficult to exist in a completely independent form. Cities are the economic, political, social and cultural centers of a certain scale and density. The industrial park is closely related to the city from the formation to the development, the city provides the service function for the industrial park, the industrial park has the support function to the city. Industrial park is a kind of spot distribution industrial area formed by the agglomeration of enterprises in geographical space, and the city is a kind of spot distribution settlement formed by the agglomeration of population in space. Their spatial coordination is neither too close nor too far away, that is, on a reasonable spatial scale, so that they can interact without being affected by each other. That is, the flow of tangible resources and the sharing of recessive assets, which makes the industrial park and the city can form a coupling development model, so as to obtain the synergistic effect of the superposition effect. And summarizes the industrial park and the city space coordination including the geographical orientation coordination, spatial aggregation coordination, spatial level coordination, spatial distance coordination and spatial accessibility coordination of five aspects. Based on the above theoretical support, based on the valid data obtained from 199 industrial parks at or above the county level in Sichuan Province, the coordination and scale coordination of industrial parks and urban spatial administrative levels, Four aspects of spatial distance coordination and spatial accessibility coordination are analyzed. Finally, it is concluded that the spatial administrative levels of Sichuan Industrial Park and the city are not in harmony as a whole. This is mainly reflected in the fact that the provincial industrial parks and the municipal industrial parks at the state level rely mainly on the county towns, with a proportion of more than 50 percent; the overall scale of the industrial parks is not coordinated, and a large number of industrial parks rely on large urban development. The economic scale is smaller than that of the industrial park relying on the development of small cities, the whole space distance coordination is relatively uncoordinated, the space distance is too far and too close, and the uncoordinated quantity accounts for 1/4 of the whole. The overall incongruity in terms of spatial accessibility. The spatial accessibility of provincial, municipal and county industrial parks is weak, and the driving time of county industrial parks is the longest. The problems in the process of coordinated development between the industrial park and the city in Sichuan are summarized, and four development suggestions are put forward: straightening out the spatial relationship, coordinating the strategic planning, promoting the interaction and perfecting the transportation system.
