云南少数民族地区区域发展模式研究

【摘要】：本文以《云南省加快少数民族和民族地区经济社会发展“十二五”规划》的出台为背景。根据《规划》指导思想,云南省将牢牢把握各民族“共同团结奋斗、共同繁荣发展”的民族工作主题,顺应各族人民过上更好生活新期待,实现“决不让一个兄弟民族掉队”的战略目标,为少数民族和民族地区全面建设小康社会打下坚实的基础。《规划》提出到2015年,全省经济社会发展更加和谐,少数民族和民族地区与全省发展水平差距拉大的趋势得到遏制。少数民族和民族地区分别在民族地区综合经济实力、人民生活水平和质量、社会事业发展、生态环境建设、民族工作5个方面上一个大台阶,初步建成中国特色、云南模式的“我国民族团结进步边疆繁荣稳定示范区”。论文在深入把握国内外区域经济学研究动态的基础上,对国内外各个成功的区域发展模式进行了分析研究。通过对他们的借鉴以及云南少数民族地区的现状,提出了若干个可供云南少数民族地区选择的区域发展模式,他们分别是打造增长极模式、可持续发展模式、区域一体化模式、引进外资模式、可持续发展模式、自主创新模式、城镇化模式。并在此基础上从云南少数民族地区实际出发,运用SWOT矩阵分析对影响云南少数民族地区的发展的内外部因素进行了定量分析,进而评价以上各种模式在云南少数民族地区的适用情况。得出结论,云南少数民族地区要以可持续发展模式为核心,借鉴各种发展模式的优点,结合云南少数民族地区自身特点走可持续的发展道路。最后,再对云南少数民族地区的发展提出若干对策和建议。
[Abstract]:This article is based on the introduction of the 12th Five-Year Plan for accelerating the Economic and Social Development of ethnic minorities and Minority areas in Yunnan Province. According to the guiding ideology of the "Plan," Yunnan Province will firmly grasp the theme of ethnic work of "unite and strive for common prosperity and development," and conform to the new expectations of the people of all ethnic groups for a better life. To achieve the strategic goal of "never letting one brotherly nation leave behind," and lay a solid foundation for the overall construction of a well-off society in ethnic minority and minority areas. The "Plan" was put forward, and by 2015, the economic and social development of the whole province will be more harmonious. The trend of widening the gap between ethnic minorities and ethnic regions and the province's development level has been contained. Ethnic minorities and minority areas have reached a big level in five aspects, namely, comprehensive economic strength, people's standard of living and quality of life, social development, ecological environment construction, and ethnic work in ethnic minority areas, and have initially built up Chinese characteristics. Yunnan model of "China's national unity and progress border prosperity and stability demonstration zone." On the basis of deeply understanding the research trends of regional economics at home and abroad, this paper analyzes the successful regional development models at home and abroad. By drawing lessons from them and the present situation of Yunnan minority areas, this paper puts forward several regional development models that can be chosen for Yunnan minority areas. They are the growth pole model, the sustainable development model and the regional integration model. Introduction of foreign capital model, sustainable development model, independent innovation model, urbanization model. On this basis, based on the actual situation of Yunnan minority areas, the internal and external factors affecting the development of Yunnan minority areas are quantitatively analyzed by using SWOT matrix analysis. And then evaluate the application of the above models in Yunnan minority areas. It is concluded that Yunnan minority areas should take sustainable development model as the core, draw lessons from the advantages of various development models, and take the sustainable development road according to the characteristics of Yunnan minority areas. Finally, put forward some countermeasures and suggestions to the development of Yunnan minority areas.
