建立扩大我国居民消费增长的长效机制研究

【摘要】：投资、出口、消费是拉动经济增长的“三驾马车”。改革开放以来，我国拉动经济增长的方式主要依靠投资和出口，但是由于受到08年金融危机的影响我国经济增长相对放缓，投资和出口对于经济增长的拉动作用已经明显不足。为了促进经济快速稳定发展，需要把依靠投资和出口转变到依靠消费、投资和出口协调拉动上来，着重突出消费在经济发展当中的重要地位。中共十八大报告明确提出，要牢牢把握扩大内需这一战略基点，使经济发展更多依靠内需特别是消费需求拉动，加快建立扩大消费需求的长效机制，释放居民的消费潜力，把提高居民消费作为扩大内需的战略重点。本文通过对改革开放以来我国居民消费现状和特征的分析，提出我国居民消费总体呈现不足的问题。在此基础上，深入分析了制约居民消费增长的内在和外在因素，并在遵循适应性与协调性原则的前提下，提出建立扩大居民消费增长长效机制的内部和外部途径。为了保证扩大居民消费增长长效机制的正常运行，不仅需要转变居民不良消费观念，形成良好的消费心理。还需要政府在完善收入分配制度、建立健全社会保障体系、规范市场交易秩序、完善消费管理体制、大力发展消费信贷、创新商品流通模式等方面给予政策上的帮助和支持。本文的创新之处及其理论与实际意义表现在：第一，从建立扩大居民消费增长长效机制的角度来研究我国居民消费增长的对策，，提出了扩大居民消费增长的内部和外部途径。第二，从分析居民的生产性消费和生活性消费两方面存在的问题出发，研究如何合理协调两者之间的关系，从而从总体上促进居民消费的增长。第三，在分析我国居民消费的总体现状、制约居民消费增长的内外在因素基础之上，提出扩大居民消费增长的途径，为居民消费的持续发展提供了理论上的支持和借鉴。
[Abstract]:Investment, export and consumption are the "troika" that stimulates economic growth. Since the reform and opening up, our country mainly relies on the investment and the export to pull the economic growth, but because of the influence of the financial crisis of 2008, the economic growth of our country is relatively slow, the effect of the investment and the export on the economic growth has been obviously insufficient. In order to promote the rapid and stable development of economy, it is necessary to shift the dependence on investment and export to rely on consumption, and to promote the coordination of investment and export, with emphasis on the important position of consumption in economic development. The report of the 18th CPC National Congress clearly stated that it is necessary to firmly grasp the strategic basis of expanding domestic demand, make economic development more dependent on domestic demand, especially consumer demand, accelerate the establishment of a long-term mechanism to expand consumer demand, and release the consumption potential of residents. To increase household consumption as a strategic focus to expand domestic demand. Based on the analysis of the current situation and characteristics of Chinese residents' consumption since the reform and opening up, this paper puts forward the problem that the overall consumption of our country's residents is insufficient. On this basis, this paper deeply analyzes the internal and external factors that restrict the residents' consumption growth, and on the premise of following the principle of adaptability and coordination, puts forward the internal and external ways to establish the long-term mechanism of expanding the resident's consumption growth. In order to ensure the normal operation of the long-term mechanism of expanding the consumption growth of residents, it is necessary not only to change the concept of bad consumption of residents, but also to form a good consumption psychology. It is also necessary for the government to help and support the government in improving the income distribution system, establishing and perfecting the social security system, standardizing the order of market transactions, perfecting the consumption management system, vigorously developing consumer credit, and innovating the pattern of commodity circulation. The innovation of this paper and its theoretical and practical significance are as follows: first, from the perspective of establishing a long-term mechanism to expand resident consumption growth, this paper studies the countermeasures of resident consumption growth in China, and puts forward the internal and external ways to expand resident consumption growth. Secondly, starting from the analysis of the problems existing in the productive consumption and the living consumption of the residents, this paper studies how to coordinate the relationship between the two reasonably so as to promote the growth of the residents' consumption in general. Thirdly, on the basis of analyzing the general situation of resident consumption and restricting the growth of resident consumption, this paper puts forward the way to expand the growth of resident consumption, which provides theoretical support and reference for the sustainable development of resident consumption.
