山东省海洋产业竞争力综合评价及转型升级研究

【摘要】：发展海洋产业是参与国际竞争的重要途径,己成为全球性的竞争问题。山东省目前海洋产业的发展,尽管在海洋产业经济总量、规模方面具有较大优势,但海洋产业竞争力水平、海洋产业结构合理性、海洋产业发展的均衡性等,仍存在一些薄弱环节。因此,山东省海洋产业的发展必须从整体竞争力、产业结构方面掌握其所具有的优势和不足。如何衡量海洋产业竞争力水平、产业结构竞争力状况、产业结构调整和优化,是本文研究的重点。论文首先对国内外的产业竞争力、海洋产业发展研究、海洋产业竞争力机理及评价指标体系、方法进行了归纳总结,以此为基础,将海洋产业竞争力看做海洋产业发展基础、海洋产业产出能力、海洋产业结构竞争力、海洋产业科技实力的综合,对海洋产业竞争力以及海洋产业竞争力评价指标体系、方法进行了分析。随后借鉴已有海洋产业竞争力研究建立的评价指标体系,结合山东省海洋产业发展的现状,构建了包含海洋产业竞争力看做海洋产业发展基础、海洋产业产出能力、海洋产业结构竞争力、海洋产业科技实力四大要素39项指标的海洋产业竞争力综合评价指标体系。在评价方法的探究方面,将海洋产业竞争力综合评价分为总体水平评价和结构竞争力评价两个方面：运用熵值法,计算海洋产业竞争力的总体水平,进行横向和纵向评价；采用偏离——份额分析法分析海洋产业结构竞争力,对12大主要海洋产业的发展潜力、竞争力和结构状况进行全面评价。并以山东省海洋产业为例进行了实证研究,结果显示：与其他沿海省市相比,尽管单个构成要素竞争力水平之间存在较大差异,2010年山东省海洋产业竞争力综合水平位居沿海11省市首位；2006-2010年间山东省海洋产业竞争力不断提升,并呈现继续上升的趋势,且在四个竞争力构成要素中,海洋产业产出能力指标值最高,而海洋产业结构竞争力指标值最低；目前山东省主要海洋产业发展不均衡,海洋交通运输业、滨海旅游业、海洋化工业、海洋船舶工业、生物医药业增长速度明显高于全国相同产业部门的增长速度,且这些产业具有较好的产业结构基础和较强的全国同行业竞争力水平,在山东省海洋产业发展中占据较为突出的优势地位。最后运用区位商分析与偏离——份额分析相结合的方法,确定了山东省优势海洋产业,研究结果表明这些优势海洋产业主要包括海洋化工业、海洋船舶工业、海洋生物医药业、海洋矿业、海洋交通运输业、滨海旅游业,进而确定其产业转型升级的方向,并提出了相应的对策建议。
[Abstract]:The development of marine industry is an important way to participate in international competition and has become a global competition problem. The current development of the marine industry in Shandong Province, although it has great advantages in the total economic volume and the scale of the marine industry, but the level of competitiveness of the marine industry, the rationality of the marine industrial structure, the balance of the development of the marine industry, etc. There are still some weak links. Therefore, the development of Shandong marine industry must grasp its advantages and disadvantages in terms of overall competitiveness and industrial structure. How to measure the competitiveness of marine industry, the competitiveness of industrial structure, industrial structure adjustment and optimization, is the focus of this paper. Firstly, the thesis summarizes the industrial competitiveness, the development of marine industry, the mechanism and evaluation index system of marine industry competitiveness, and regards the competitiveness of marine industry as the basis of marine industry development. In this paper, the output ability of marine industry, the competitiveness of marine industry structure, the synthesis of scientific and technological strength of marine industry, and the evaluation index system and method of marine industry competitiveness are analyzed. Then, referring to the evaluation index system established by the existing research on the competitiveness of marine industry, combined with the present situation of the development of marine industry in Shandong Province, this paper constructs the competitiveness of marine industry as the basis of the development of marine industry, and the output capacity of marine industry. The comprehensive evaluation index system of marine industrial competitiveness is presented in this paper, which includes 39 indexes of four main factors of marine industry's scientific and technological strength. The comprehensive evaluation of the competitiveness of marine industry is divided into two aspects: using entropy method to calculate the overall level of the competitiveness of marine industry and to carry out horizontal and vertical evaluation; The structural competitiveness of marine industry is analyzed by the method of deviation-share analysis, and the development potential, competitiveness and structural status of the 12 major marine industries are comprehensively evaluated. Taking Shandong Province as an example, the results show that: compared with other coastal provinces and cities, Although there are great differences between the competitiveness of individual elements, the comprehensive level of marine industry competitiveness of Shandong Province ranked first in 11 coastal provinces and cities in 2010, and the competitiveness of marine industry in Shandong Province continued to improve from 2006 to 2010, and it continued to rise. Among the four competitive factors, the output capacity of marine industry is the highest, and the competitiveness index of marine industrial structure is the lowest. At present, the development of main marine industries in Shandong Province is not balanced, the marine transportation, coastal tourism, The growth rate of marine chemical industry, marine shipping industry and biomedical industry is obviously higher than that of the same industrial departments in China, and these industries have a good industrial structure foundation and a strong national competitive level of the same industry. In Shandong Province marine industry development occupies the more prominent superiority position. Finally, by using the method of location quotient analysis and deviation-share analysis, this paper determines the advantages of marine industry in Shandong Province. The research results show that these superior marine industries mainly include marine chemical industry, marine shipping industry, marine biology medicine industry, and so on. Ocean mining, marine transportation, coastal tourism, and then determine the direction of industrial transformation and upgrading, and put forward the corresponding countermeasures.
