基于势分析的哈尔滨市科技进步贡献率测算

【摘要】:随着科学技术的快速发展,科技在提升经济发展质量和速度的贡献作用凸显,作为东北地区唯一的创新型试点城市,哈尔滨市缺乏一个科学的测算模型对科技进步在经济发展中贡献份额进行准确测算。在对哈尔滨市科技发展现状分析的基础上,利用1990—2012年哈尔滨市经济发展的相关数据,运用势分析方法,实际测算了哈尔滨市资金、劳动投入要素的势效系数,进而测算并分析了科技进步贡献率。研究表明:现阶段,哈尔滨市资金产出效率逐渐降低,劳动产出效率逐渐提高;经济增长主要是依靠投资来带动;科技进步贡献率保持在50%左右水平,科技进步已经成为支撑哈尔滨市经济发展的主要动力;劳动投入对哈尔滨市经济发展的贡献作用有限。
[Abstract]:With the rapid development of science and technology, science and technology has played an important role in improving the quality and speed of economic development. As the only innovative pilot city in Northeast China, Harbin lacks a scientific model to accurately measure the contribution of scientific and technological progress in economic development. Based on the analysis of the present situation of Harbin's scientific and technological development, using the relevant data of Harbin's economic development from 1990 to 2012, and using the method of potential analysis, this paper calculates the potential effect coefficient of Harbin's capital and labor input elements. Furthermore, the contribution rate of science and technology progress is calculated and analyzed. The results show that: at present, the efficiency of capital output in Harbin is gradually reduced, the efficiency of labor output is gradually improved, the economic growth is mainly driven by investment, the contribution rate of scientific and technological progress is maintained at the level of about 50%. The progress of science and technology has become the main driving force to support the economic development of Harbin, and the contribution of labor investment to the economic development of Harbin is limited.
