江苏开放型经济可持续发展水平研究

【摘要】：开放型经济为江苏经济的迅速发展做出了重大贡献，但随着世界经济环境的变化，江苏以数量取胜的开放型经济发展模式难以持续，提升江苏开放型经济可持续发展水平迫在眉睫。本文将可持续发展的理论应用于开放型经济，从开放型经济系统自身可持续、功能可持续和环境可持续三个方面详细阐述了开放型经济可持续发展的内涵。在此基础上，结合现阶段中国经济发展水平和特点，遵循评价指标体系构建原则，构建了开放型经济可持续发展水平评价指标体系，该指标体系包括一级指标3个，二级指标8个，三级指标36个。运用改进的熵值法，测度了2004-2010年江苏省开放型经济可持续发展水平，及2010年江苏省内十三个市和江苏及与之进行比较的六省市的开放型经济可持续发展水平，实证研究结果表明：（1）江苏开放型经济可持续发展水平不断提升，系统自身可持续发展能力呈上升趋势，，功能可持续指数和环境可持续指数呈现出此消彼长的发展状态。（2）省内各市开放型经济可持续发展水平排名为：苏州、无锡、常州、南京、南通、镇江、扬州、泰州、连云港、盐城、徐州、淮安和宿迁。存在的两个主要问题是：省内开放型经济可持续发展水平地区差异明显、开放型经济发展与环境不协调。（3）江苏及与之进行比较的六省市开放型经济可持续发展水平由高到低依次是：上海、北京、广东、江苏、浙江、福建和山东。江苏经济效益和社会效益水平较低导致功能可持续水平较低。环境承载力水平较低，导致环境可持续能力一般。最后基于研究结论，提出了促进江苏开放型经济可持续发展水平提升的对策建议。
[Abstract]:The open economy has made great contributions to the rapid development of Jiangsu's economy. However, with the change of the world economic environment, the development model of Jiangsu's open economy, which has won by quantity, is not sustainable. It is urgent to upgrade the level of sustainable development of Jiangsu's open economy. In this paper, the theory of sustainable development is applied to open economy, and the connotation of sustainable development of open economy is expounded in detail from three aspects: sustainable of open economy system itself, functional sustainability and environmental sustainability. On this basis, combined with the level and characteristics of China's economic development at the present stage, and following the principles of constructing an evaluation index system, an evaluation index system for the level of sustainable development of an open economy is constructed. The index system consists of three first-grade indicators. The second grade index is 8, the third grade index is 36. By using the improved entropy method, this paper measures the sustainable development level of open economy in Jiangsu Province from 2004 to 2010, and the sustainable development level of open economy in 13 cities in Jiangsu Province, Jiangsu Province in 2010, and six provinces and cities compared with the level of sustainable development of open economy in Jiangsu Province. The empirical results show that the sustainable development level of Jiangsu's open economy is increasing, and the sustainable development ability of the system itself is on the rise. Functional Sustainability Index (FSI) and Environmental Sustainability Index (ESI) are ranked as follows: Suzhou, Wuxi, Changzhou, Nanjing, Nantong, Zhenjiang, Yangzhou, Taizhou, Lianyungang. Yancheng, Xuzhou, Huai'an and Suqian. The two main problems are: the regional differences in the level of sustainable development of the open economy in the province are obvious. The sustainable development level of open economy in Jiangsu Province and the six provinces compared with it is: Shanghai, Beijing, Guangdong, Jiangsu, Zhejiang, Fujian and Shandong. The low level of economic and social benefits in Jiangsu leads to a low level of functional sustainability. The level of environmental carrying capacity is low, resulting in general environmental sustainability. Finally, based on the conclusion of the research, the countermeasures and suggestions to promote the sustainable development level of Jiangsu open economy are put forward.
