【摘要】：2002年中国共产党第十六次全国代表大会提出统筹城乡发展的战略思想，该战略是以马克思主义基本原理为指导，继承马克思恩格斯的城乡发展理论、中国共产党人几十年来处理城乡关系的实践理论并借鉴国外处理城乡关系的先进理念，深入思考、大胆创新而提出来的战略思想。此后经过中共十六大及以后中国共产党历届全国代表大会和历届中央全会，以及2004-2012年9个“中央一号文件”的丰富和发展，这一战略得到了进一步完善。我国的统筹城乡发展战略是科学发展观的重要内容，其内涵十分丰富。它是针对我国长期因“城乡二元经济社会结构”而造成的城乡间隔阂、城乡间经济社会发展失衡等问题而提出的，重点难点在“三农”。该战略要求我们把农村与城市作为一个整体纳入整个国民经济与社会发展全局之中，，优化资源配置，使新农村建设和城镇化建设良性互动，并形成长效体制机制，从而通过城乡互动发展实现“城”、“乡”发展双赢，最终实现城乡经济社会一体化的发展目标。统筹城乡发展作为一种新的发展观，对我国实现全面建成小康社会的奋斗目标、对中国特色社会主义发展的进程必将产生重大而深远的影响。在统筹城乡发展战略的指导下，我国各地开始大力推进统筹城乡发展战略的具体实践。作为全国统筹城乡综合配套改革试验区的成都地区，先行先试，在统筹城乡发展实践方面取得许多突破，为我国统筹城乡发展提供了有益借鉴。
[Abstract]:In 2002, the 16th National Congress of the Communist Party of China put forward the strategic thought of coordinating urban and rural development. The strategy is guided by the basic principles of Marxism and inherits Marx and Engels' theory of urban and rural development. The Chinese Communists' practical theory of dealing with the relationship between urban and rural areas in recent decades and the advanced ideas of dealing with urban-rural relations in foreign countries have been used for reference, and the strategic ideas put forward by the Chinese Communists have been deeply pondered and boldly innovated. Since then, the strategy has been further improved through the enrichment and development of the 16th CPC National Congress and the successive National Congress and Plenary session of the CPC Central Committee, as well as the nine "No. 1 documents of the CPC Central Committee" from 2004 to 2012. China's urban and rural development strategy is an important content of the scientific development concept, its connotation is very rich. It is aimed at the estrangement between urban and rural areas caused by the "dual economic and social structure of urban and rural areas" for a long time, and the imbalance of economic and social development between urban and rural areas. The strategy requires us to integrate rural areas and cities as a whole into the overall situation of national economic and social development, optimize the allocation of resources, make the construction of new rural areas and the construction of urbanization benign interaction, and form a long-term institutional mechanism. Thus, through the interactive development of urban and rural areas to achieve "city", "township" development win-win, and ultimately to achieve the development goal of urban and rural economic and social integration. As a new concept of development, the overall development of urban and rural areas will have a significant and far-reaching impact on the realization of the goal of building a well-off society in an all-round way and on the process of the development of socialism with Chinese characteristics. Under the guidance of urban and rural development strategy, China began to vigorously promote the specific practice of urban and rural development strategy. Chengdu, as the experimental area of overall urban-rural comprehensive reform in China, has made many breakthroughs in the practice of urban and rural development, which has provided a useful reference for our country's overall planning of urban and rural development.
