天津市南开区人才规划与区域发展联动机制研究

【摘要】:“人才是指具有一定的专业知识或专门技能,进行创造性劳动并对社会做出贡献的人,是人力资源中能力和素质较高的劳动者。”社会的文明进步、人民的富裕幸福、国家的繁荣昌盛都离不开人才。因此,人才越来越成为经济社会发展和科技创新进步的决定性力量。 对人才进行科学规划,可以更加高效的使用人才,为人才发展创造有利条件,实现人尽其才、才尽其用的双赢局面。同时,加强人才规划与区域发展互动研究,也是人才工作贯彻落实科学发展观的必然要求。现有研究为认识和分析人才规划与区域发展奠定了一定的基础,但现有研究也有继续深入的空间,具体表现在:从研究方法上看,理论研究多,而实证研究少;研究层次上看,宏观研究多,而微观研究少;从研究主题上看,单独研究多,而联动研究少。 本文以问卷、调查等实证方法,深入调查人才规划相关数据资料,在此基础上分析人才规划对区域经济发展的作用关系;强调人才规划与区域发展的联动机制研究,以“联动”视角考察其机制及模式,思考制约联动机制的相关问题,并结合理论与实践提出相关对策,以实证研究推动该领域的学术研究,并试图推动人才规划与区域经济协调发展。论文中以天津市南开区为例,,重点探讨了南开区建立的人才规划与区域发展联动的科学机制。同时分析了对人才规划的认识存在误区;对人才队伍建设的方向缺乏明确把握,没有与区域发展有效结合;对人才发展规划的策略不能有效选择,导致其与区域发展不协调;市场化机制在促进人才发展与区域联动中尚未发挥应有的作用;对区域发展如何反哺人才发展没有明确规定等问题。在此基础上,提出了明确人才队伍建设方向、完善对人才的奖励制度以及发挥市场在联动机制中的作用等相应的对策建议。
[Abstract]:"Talent means a person who has a certain degree of professional knowledge or expertise, who works creatively and contributes to society, and who is a laborer of higher competence and quality in human resources." Social civilization progress, people's wealth and happiness, the prosperity of the country can not be separated from talent. Therefore, the talented person becomes the decisive force of the economic and social development and the scientific and technological innovation progress more and more. Scientific planning of talents can make more efficient use of talents, create favorable conditions for the development of talents, and realize the win-win situation of making full use of talents. At the same time, it is necessary to strengthen the interaction between talent planning and regional development. The existing studies have laid a certain foundation for understanding and analyzing talent planning and regional development, but there is also room for further research, which is manifested in the following aspects: from the perspective of research methods, there are more theoretical studies than empirical studies; There are more macroscopical studies and less microcosmic studies. This paper analyzes the relationship between talent planning and regional economic development by means of questionnaire, investigation and other empirical methods, and analyzes the relationship between talent planning and regional economic development, emphasizes the linkage mechanism research between talent planning and regional development, and analyzes the relationship between talent planning and regional economic development. From the perspective of "linkage", this paper examines its mechanism and mode, ponders the related problems that restrict the linkage mechanism, and puts forward relevant countermeasures in combination with theory and practice, and promotes the academic research in this field by empirical research. And try to promote talent planning and regional economic coordinated development. Taking Nankai District of Tianjin as an example, this paper mainly discusses the scientific mechanism of the linkage between talent planning and regional development in Nankai District. At the same time, it analyzes the misunderstanding of talent planning, the lack of a clear understanding of the direction of talent team building, the lack of effective integration with regional development, the lack of effective choice of talent development planning strategies, and the lack of coordination between talent development and regional development. The market-oriented mechanism has not yet played its due role in promoting the development of talents and regional linkage, and there are no clear regulations on how regional development can feed the development of talents. On this basis, the author puts forward some countermeasures and suggestions, such as clarifying the direction of talent team building, perfecting the reward system for talents and giving play to the role of the market in the linkage mechanism.
