实现我国居民收入分配公平的对策研究

【摘要】：党的十八大报告指出，解决我国贫富差距扩大、收入分配不公的问题必须坚持以人为本、以社会公平为主要内容的指导思想，既要注重社会生产力的提高，也要做好国民收入的公平分配，其中“公平”一词在党的十八大报告中就出现了20多次。这里所提的公平并非平等和平均，而是机会平等、分配标准统一，只有坚持公平的收入分配政策才能实现发展成果由人民共享，实现居民收入增长和经济发展同步。本文希望通过对目前我国收入分配现状的研究分析，从我国国情出发，，运用社会主义初级阶段收入分配公平原理，从劳动收入和财产性收入上强调初次分配的效率和公平；充分发挥政府调节收入分配的职能，在再分配过程中保障规则公平；不断改革和创新收入分配政策，努力探索出一种可以有效解决我国收入分配不公所引发的收入差距问题的方案或者方法。最终在收入分配结果上体现全体社会成员公平地分享社会发展的成果。
[Abstract]:The report of the 18th National Congress of the CPC pointed out that to solve the problems of widening the gap between the rich and the poor and unfair income distribution, we must adhere to the guiding ideology of people-oriented, with social equity as the main content, and pay attention to the improvement of social productive forces. Fair distribution of national income should also be done, among which the word "fair" appeared more than 20 times in the report of the 18th National Congress of the Party. The fairness mentioned here is not equality and equality, but equality of opportunity and uniform standard of distribution. Only by adhering to a fair policy of income distribution can the fruits of development be shared by the people, and the income growth of residents be synchronized with economic development. This paper hopes to analyze the present situation of income distribution in our country, proceed from the situation of our country, apply the fair principle of income distribution in the primary stage of socialism, emphasize the efficiency and fairness of the initial distribution from the aspects of labor income and property income; To give full play to the government's function of regulating income distribution, to safeguard the fairness of rules in the process of redistribution, and to continuously reform and innovate income distribution policies, This paper tries to explore a scheme or method that can effectively solve the problem of income gap caused by unfair income distribution in China. Finally, the result of income distribution reflects that all members share the fruits of social development equitably.
