和龙市县域经济的现状及发展对策研究

【摘要】：党的十六大第一次明确提出“壮大县域经济”,并积极发展县域经济发展的战略要求。由于我国的区域差异较大,县域经济发展不均衡,目前还存在不少欠发达县域经济,比如延边州和龙市县域经济发展也面临着许多问题。和龙市县域经济的劣势和问题主要是,经济整体水平偏低,财政实力较弱；经济结构不合理；第二产业发展滞后；农业产业化发展滞后；产业链条短深加工能力弱；旅游业发展不科学；劳动力资源不足。和龙市位于长白山北麓,隶属延边朝鲜族自治州,其自身拥有很多优势和基础,自然资源和人文资源丰富；生态资源破坏较少；自身发展欲望强烈；有良好的宏观环境和发展氛围,继续享受西部大开发、振兴东北老工业基地、兴边富民和长吉图规划等多种政策的倾向和支持。利用其优势并借鉴国内发达地区的经验,明确了和龙市县域经济发展的发展思路和主要对策。发展思路：第一、围绕加快实现“三化”,谋划产业布局,以工业化为主导、城镇化为支撑、农业现代化为基础,推进城乡经济一体化快速持续协调发展。第二、实施“工业经济强县”战略,着力加快结构调整和产业优化升级步伐。第三、加快建设交通基础设施,全力提升城镇承载力和品位。第四、不断提高农特产品的品质,提升农业生产经营水平。第五、以科学技术改造农业,提高农民的科技素质。主要对策：第一、调整产业结构,提升经济总量；第二、发展矿产品加工业；第三、加强农业产业化发展；第四、大力发展旅游业；第五、积极开展人力资源开发与软环境建设。
[Abstract]:For the first time, the 16th National Congress of the Communist Party of China put forward the strategic requirement of "strengthening county economy" and actively developing county economy. Because of the great regional difference and the unbalanced development of county economy, there are still many underdeveloped county economies, such as Yanbian and Longlong counties, which are facing many problems. The main disadvantages and problems of Helong county economy are that the overall level of economy is low, the financial strength is weak, the economic structure is unreasonable, the development of secondary industry is lagging behind, the development of agricultural industrialization is lagging, the ability of short and deep processing of industrial chain is weak; The development of tourism is unscientific; labor resources are insufficient. Hulong City is located in the northern foot of Changbai Mountain, belonging to Yanbian Korean Autonomous Prefecture. It has many advantages and bases, rich natural and human resources, less destruction of ecological resources, strong desire for its own development. With a good macro environment and development atmosphere, we should continue to enjoy the great development of the western region, revitalize the old industrial base in the Northeast, flourish the border and enrich the people and the planning of Changji Tu, and so on. By using its advantages and drawing lessons from the experience of the developed regions in China, this paper clarifies the development ideas and main countermeasures of the county economic development in Helong city. Development thinking: first, to accelerate the realization of the "three modernizations", to plan the industrial layout, with industrialization as the leading, urbanization as the support, agricultural modernization as the basis, to promote the rapid and sustainable development of urban and rural economic integration. Second, implement the strategy of "strong counties with industrial economy", and speed up the pace of structural adjustment and industrial optimization and upgrading. Third, speed up the construction of transport infrastructure, and strive to enhance the carrying capacity and grade of cities and towns. Fourth, continuously improve the quality of agricultural products, improve the level of agricultural production and management. Fifth, to reform agriculture with science and technology, improve the scientific and technological quality of farmers. The main countermeasures are: first, to adjust the industrial structure and upgrade the total economic volume; second, to develop mineral processing industry; third, to strengthen the development of agricultural industrialization; fourth, to vigorously develop tourism; and fifth, Actively develop human resources and soft environment.
