新型工业化框架下沈阳经济区整体性治理研究

【摘要】：党的十六大首次提出了中国要走一条以信息化带动工业化、以工业化促进信息化的新型工业化道路，十七届五中全会进一步提出“两化”的融合理念，党的十八大具体的阐述了“两化”的深度融合内容，把信息化、工业化、城镇化、农业现代化同步发展归入到同一体系当中。随着沈阳经济区成为全国的综合配套改革试验区，走新型工业化道路被提上了经济区发展的战略日程，而良好的地方政府间关系是经济区能否健康发展的有力保证，因此，研究沈阳经济区区域政府间的合作治理模式是十分必要的。本文选取沈阳经济区作为典型案例佐证了区域整体性治理的模式。首先，对论文所涉及的相关概念及理论工具等进行了阐述和总结；其次，通过分析沈阳经济区区域政府治理的基本模式与所取得的进展，提出了经济区治理中尚存的当前治理模式的局限性问题与政府间利益取向和分配冲突、行政壁垒在一定范围内依然存在、缺乏有效的沟通协调机制等障碍；再次，，总结了国外工业化进程中区域政府治理的经验及启示；最后，从设立以沈阳为核心的跨区域合作组织、形成区域政府合作的利益协调机制、强化整体性治理的政府信任机制、拓宽有序的公民参与机制、完善整体性治理的复合型监管机制五个方面提出了新型工业化下沈阳经济区区域政府整体性治理的具体策略。
[Abstract]:The 16th National Congress of the Party proposed for the first time that China should take a new road of industrialization with information technology and industrialization, and the Fifth Plenary session of the 17th CPC Central Committee further put forward the concept of "two changes". The 18th National Congress of the Communist Party of China (CPC) concretely expounded the content of the deep integration of "two modernizations", and put the information, industrialization, urbanization and agricultural modernization into the same system. With the Shenyang economic zone becoming the comprehensive reform experimental area of the whole country, taking the new industrialization road has been put on the strategic agenda of the economic zone development, and the good relationship between the local governments is the strong guarantee whether the economic zone can develop healthily, therefore, It is necessary to study the cooperative governance model between regional governments in Shenyang Economic Zone. This paper selects Shenyang Economic Zone as a typical case to prove the model of regional holistic governance. First of all, the related concepts and theoretical tools involved in the paper are expounded and summarized. Secondly, through the analysis of the basic pattern of regional government governance in Shenyang Economic Zone and the progress made, Put forward the limitations of the current governance model in economic zone governance and intergovernmental interest orientation and distribution conflicts, administrative barriers still exist within a certain scope, lack of effective communication and coordination mechanism and other obstacles; third, This paper summarizes the experience and enlightenment of regional government governance in the process of industrialization abroad, finally, from the establishment of cross-regional cooperation organization with Shenyang as the core, forms the benefit coordination mechanism of regional government cooperation, and strengthens the government trust mechanism of holistic governance. In order to broaden the mechanism of citizen participation and improve the comprehensive supervision mechanism of holistic governance, the paper puts forward the specific strategies of regional government holistic governance in Shenyang economic zone under the new industrialization.
