【摘要】：19世纪以来,国际上经历过的五次产业在不同国家和地区之间的转移事实,说明了产业转移的客观存在。“十二五”期间,我国经济面临各种复杂因素：世界经济的发展速度减慢,各种生产要素的成本上升,国际国内环境面临更大压力,与各邻国的竞争日趋激烈等。这些因素使我国东部地区加速对传统产业改造和产业结构调整,推动了其产业结构高级化和现代化进程。与此相反,随着经济全球化的发展和西部大开发的进一步推进,地处西部的四川正在获得承接区外一些产业的机会,可以凭借其逐渐完善的基础设施建设,各种成本相对低廉的生产要素,产品的需求量大等优势,吸纳和承接区外的投资和产业转移。这些都将使得四川成为区外资本寻求投资回报的理想之地,而且也有利于四川省承接区外产业转移的进行。四川省“十二五”规划明确提出：“要把产业转移与产业结构优化升级相结合,以重大产业化项目为重点,突出产业链和产业集群招商,积极承接技术含量高、市场前景广阔、低能耗和无污染的现代产业。”由此可以看出,四川省正在积极的进行产业结构调整和优化升级,以实现产业高度化和现代化,而承接产业转移正是满足这一需要的有效方法。然而,承接产业转移不是产业在不同时空里的简单迁移。它是一个系统的过程,需要政府和市场两者相互作用的机制保障进行,而且必须要考虑到承接地的承载能力和承载地的产业发展规划和发展条件等各方面综合因素。基于以上背景,本文选择四川省承接产业转移为研究对象,立足于区域经济学、产业经济学、国际经济学等方面的产业转移理论和四川省承接产业转移的实践经验分析,为四川省承接产业转移实践提供理论思路。通过把四川省引进的国外资金和国内省外直接投资及其在各产业分布情况、产业梯度系数测算作为切入点,对四川省承接产业转移进行了理论和实证分析。此外,本文还探讨了关于承接产业转移的机制问题,认为有必要建立承接产业转移的机制,以推动四川省形成产业优势、增强产业竞争力、优化产业结构,促进产业合理空间布局。全文分为五个章节,第一章为绪论,第二章是文献综述与基本理论,第三章是四川省承接产业转移的实证分析,第四章是推进四川省承接产业转移途径及对策,第五章是结论和展望。第一章：绪论。本章从国际产业转移事实、经济全球化、当前的宏观经济形势以及西部大开发与统筹城乡几个方面阐述了选题的背景,总结了研究四川省承接产业转移的理论和实践意义,拟定了本文的研究区域、研究方法、主要内容和理论框架,最后,对本文的创新和不足之处进行归纳、总结。第二章：文献综述与基本理论。本章首先对国内外关于产业转移的研究进行了回顾和评述,并提出了研究的发展趋势。国外研究综述是按照时间先后顺序展开的,而国内研究综述主要是从产业转移规律、影响产业转移的因素、产业转移的利弊影响、实际案例分析以及其他等几个方向进行总结的。其次对产业转移涉及的相关概念进行了解释,对涉及到的基本理论诸如比较优势理论、产品生命周期理论、产业梯度理论、机制设计理论等也进行了阐述,最后总结了其对四川省承接产业转移的启示：承接产业转移是促进产业水平发展的有效途径；把四川省承接产业转移同推进城镇化和工业化结合起来；四川承接产业转移必须妥善处理好政府与市场、外来资金引进与利用、本土产业与引入产业之间的关系。第三章：四川省承接产业转移的实证分析。本章分为五个小节。第一节从引进的国外资金和国内省外直接投资两个指标出发,分析了四川省承接产业转移的现状及发展特征。第二节对四川省三次产业的产业梯度进行了分析,其中还测算了第二产业的梯度系数。第三节对承接产业转移和经济产出之间的关系进行了计量实证分析。第四节从政府、市场两方面对四川省承接产业转移机制进行了阐述。第五节总结了四川省承接产业转移的趋势及问题,包括承接产业转移的机制缺陷；承接产业转移的能力缺陷；承接产业准入标准不完善；承接产业转移的结构缺陷；产业空间布局不合理；承接产业转移的观念障碍。第四章：推进四川省承接产业转移途径及对策。本章设立了承接产业转移应该遵循的原则：有利于形成四川产业优势、增强产业竞争力；有利于优化产业结构；有利于推进新型工业化发展；有利于产业合理分布、城乡区域发展协调；有利于产业发展和环境保护协调等。在对策建议方面,提出了包括完善承接产业转移的机制；加大产业承接能力建设；健全产业准入标准；优化引进外资结构；优化产业空间布局；转变对待承接产业转移思想观念等建议第五章：结论与展望。本章就本文的主要结论进行了总结,并对以后的研究方向以及产业转移的发展趋势进行了展望。本文力求在总结和吸纳前人相关研究成果的基础上,理论结合实际,在以下几方面进行了新的尝试和着力探索：一是本文通过当前经济全球化和四川经济“十二五”新形势的视角,探索了四川承接产业转移与四川经济发展的内在联系。承接产业转移是四川经济发展的内在要求,也是四川省促进本土产业升级和四川产业结构优化的有效途径之一。合理有效的承接产业转移,可以促进四川经济的发展。二是本文理论上剖析了产业转移的基本发展规律,提出了一些较有新意的理论观点。与传统产业转移的基本特点不同的是,四川承接产业转移应当遵循以下规律特点：承接的产业需要符合其设定的准入标准；承接的产业需要能够促进产业融合,提升本土产业发展；现阶段,四川省承接的产业仍旧以工业制造业等第二产业为主,但现代服务业第三产业将会成为未来承接产业转移的主要部分。三是结合四川实际,对四川产业转移的路径和措施提出了自己的看法。本文结合四川省产业发展面临的新形势,结合四川自身先天资源禀赋条件,根据收集到的数据进行定量分析,并对四川引入产业进行了深入的分析,提出了关于四川省积极承接产业转移的对策建议,力求为推进四川承接产业转移提供参考。
[Abstract]:Since nineteenth Century, the fact of the transfer between five industries in different countries and regions has demonstrated the objective existence of industrial transfer. During the "12th Five-Year", China's economy faced various complex factors: the slow development of the world economy, the rising cost of various production factors, and the greater pressure on the international and domestic environment. The competition with the neighbouring countries is becoming more and more intense. These factors have accelerated the transformation of the traditional industry and industrial structure in the eastern part of China, and promoted the process of upgrading and modernizing its industrial structure. On the contrary, with the development of the economic globalization and the further development of the western development, the Sichuan in the west is getting the one outside the region. The opportunities for some industries can rely on their gradual improvement in infrastructure construction, the relatively low cost of production factors, and the large demand for products, to absorb and undertake the investment and industrial transfer outside the region. All these will make Sichuan an ideal place for the capital to seek the return of investment in the region, and also to the Sichuan province. The transfer of foreign industry is carried out.
The "12th Five-Year" plan of Sichuan province clearly puts forward that "we should combine industrial transfer with industrial structure optimization and upgrade, focus on major industrialization projects, highlight industrial chain and industrial cluster investment, and actively undertake modern industries with high technology content, broad market prospects, low energy consumption and non pollution." thus, it can be seen that Sichuan is accumulating. It is an effective way to meet this need to carry out industrial structure adjustment and upgrade to realize industrial height and modernization, but to undertake industrial transfer is an effective way to meet this need. However, undertaking industrial transfer is not a simple transfer of industry in different time and space. It is a systematic process, which requires the mechanism of the interaction between the government and the market. We must also take into account the bearing capacity of the undertaking area and the comprehensive development factors such as the industrial development planning and development conditions.
Based on the above background, this paper chooses Sichuan province to undertake industrial transfer as the research object, based on the theory of industrial transfer in the aspects of regional economics, industrial economics, international economics and the practical experience of undertaking industrial transfer in Sichuan Province, providing theoretical ideas for Sichuan province to undertake industrial transfer practice. Through the introduction of Sichuan Province The foreign capital and the domestic direct investment, the distribution of various industries and the industrial gradient coefficient are used as the breakthrough point to carry on the theoretical and empirical analysis of the industrial transfer in Sichuan province. In addition, this paper also discusses the mechanism of undertaking industrial transfer, and believes that it is necessary to establish a mechanism to undertake industrial transfer in order to promote Sichuan. The province will form industrial advantages, enhance industrial competitiveness, optimize industrial structure, and promote rational industrial layout.

Chapter 1: introduction. This chapter expounds the background of the topic from the fact of international industrial transfer, economic globalization, the current macroeconomic situation and the western development and urban and rural areas, summarizes the theoretical and practical significance of the study of Sichuan province to undertake industrial transfer, and has drawn up the research area, research methods, main contents and principles of this paper. On the basis of summarizing and absorbing previous research results, this paper tries to make some new attempts and explorations in the following aspects:
First, through the perspective of the current economic globalization and the new situation of "12th Five-Year" in Sichuan economy, this paper explores the internal relations between Sichuan's undertaking of industrial transfer and the economic development of Sichuan. Undertaking industrial transfer is the inherent requirement of the economic development of Sichuan, and is also an effective way for Sichuan to promote the upgrading of local industries and the optimization of the industrial structure of Sichuan. First, reasonable and effective undertaking of industrial transfer can promote the development of Sichuan's economy.
Two, the basic development law of industrial transfer is analyzed in theory, and some new ideas are put forward. Different from the basic characteristics of traditional industry transfer, Sichuan's industrial transfer should follow the following rules: the industry needs to meet the standard of admittance it sets; the needs of the industry to undertake can be promoted. Into the industrial integration to promote the development of the local industry; at this stage, the industries in Sichuan still take industrial manufacturing as the main two industry, but the third industry of modern service industry will be the main part of the future industry transfer.
Three, based on the reality of Sichuan, this paper puts forward its own views on the path and measures of the industrial transfer in Sichuan. This paper combines the new situation of the industrial development of Sichuan Province, combines with the conditions of the natural resources endowment of Sichuan, and carries out quantitative analysis according to the data collected, and makes an in-depth analysis of the industry of the introduction of the industry in Sichuan, and puts forward the Sichuan.
