无锡滨湖区优化区域创新环境对策研究

【摘要】：无锡市滨湖区是无锡城市化推进的重要板块,经过前几年的持续建设发展,滨湖区的交通区位、生态环境、综合配套等优势日益明显,成为吸纳高素质人才、高科技企业创业发展的重要品牌。随着市行政中心和商贸金融中心的启动建设,将会对滨湖经济社会实现真正意义上转轨转型产生十分重要的推进作用,使得滨湖区无论在城市内涵上还是在硬件设施都能成为体现无锡城市发展现代化国际化的新城区。要全面提升滨湖发展水平建设,就要研究推出系列创新政策,创造良好的区域创新环境。 本文第一章介绍选题的背景及意义,简介本文的研究框架和方法,以及本文的难点和创新点。简介区域创新环境的相关理论,包括区域创新环境的概念、组成、层次、运行机制,第二章对滨湖区区域创新环境现状进行分析,简介区域创新环境建设总体状况,指出存在的问题,分析形成的原因。第三章简介国内外区域创新的典型案例,主要对美国、日本、新加坡、韩国、德国和国内深圳、北京中关村等地进行分析比较,并得出启示。第四章提出优化滨湖区区域创新环境的对策措施,从八个方面提出：一是完善基础建设,二是完善人才开发政策,三是加强创新载体建设,四是完善投融资政策措施,五是强化企业的创新主体地位,六是突出抓好科技创新,七是健全政策实施的协调保障机制,八是打造社会创新文化。
[Abstract]:Wuxi Binhu District is an important plate of Wuxi urbanization. After several years of continuous construction and development, the advantages of transportation location, ecological environment and comprehensive matching of Binhu District have become more and more obvious. High-tech enterprise pioneering development of the important brand. With the construction of the city administrative center and the commercial and financial center, it will play an important role in promoting the transformation of the lakeside economy and society. It makes Binhu District become a new city in Wuxi city, not only in the connotation of city, but also in hardware facilities. In order to improve the development level of lakeside, it is necessary to study and launch a series of innovation policies to create a good regional innovation environment. The first chapter introduces the background and significance of the topic, introduces the research framework and methods, as well as the difficulties and innovations of this paper. This paper briefly introduces the relevant theories of regional innovation environment, including the concept, composition, level and operation mechanism of regional innovation environment. The second chapter analyzes the present situation of regional innovation environment in Binhu region, and introduces the general situation of regional innovation environment construction. Points out the existing problems and analyzes the causes of formation. The third chapter introduces the typical cases of regional innovation at home and abroad, mainly to the United States, Japan, Singapore, South Korea, Germany and domestic Shenzhen, Beijing Zhongguancun and other places to analyze and compare, and draw inspiration. The fourth chapter puts forward the countermeasures and measures to optimize the regional innovation environment in the Binhu region. The first is to perfect the infrastructure construction, the second is to perfect the talent development policy, the third is to strengthen the construction of innovation carrier, and the fourth is to perfect the investment and financing policies and measures. The fifth is to strengthen the main position of innovation of enterprises, the sixth is to stress scientific and technological innovation, the seventh is to perfect the coordination and guarantee mechanism of policy implementation, and the eighth is to create a culture of social innovation.
