以资源型地区为例研究山西产业空洞化

【摘要】：产业空洞化是各国经济发展中经常面临的间题,是产业结构升级过程中新产业的发展不能弥补旧产业衰退而形成地区经济的下降或萎缩。具体到资源型城市时,由于能源的不可再生性导致资源开采的减少或是外部对能源的需求下降,主导产业处于衰退阶段,但后续新的产业还没有发展成熟,不能接替原有产业成为主导产业,使新旧产业之间留有“空洞”,导致竞争力缺乏,经济水平的下降甚至萎缩的现象。从产业空洞化的形成原因和机制演变过程中产业结构、高新技术、人才和信息化这四个方面所起的作用来看,山西存在产业空洞化问题,并且制约了本地经济的进一步发展,最直接的表现是产业结构的不合理,需要进行经济转型。产业空洞化问题主要是产业结构升级和经济转型问题,为了规避和防止产业空洞化的扩大,山西应该刻不容缓的加快经济转型、实现转型跨越发展。根据山西目前的优势、劣势和外部环境给于山西的机遇、威胁,战略选择有：利用外部对山西能源需求的降低最大限度的调整产业结构；利用现有的煤化工基础延长煤炭产业链；用足好国家给予“综改区”的权利发展煤层气等能源；利用旅游资源的优势大力发展旅游等第三产业；利用目前主导产业的现金流优势尽快发展新型产业。同时为实现经济的顺利转型,要完善城市基础设施建设、选择实施可持续发展和循环发展。
[Abstract]:Industrial hollowness is a common problem in the economic development of various countries, and the development of new industries in the process of upgrading industrial structure cannot make up for the decline of old industries and the formation of regional economic decline or contraction. When it comes to resource-based cities, due to the reduction of resource exploitation due to the non-renewable energy sources or the drop in external demand for energy, the leading industries are in the stage of recession, but the subsequent new industries have not yet developed and matured. It can not replace the original industry to become the leading industry, leaving a "hollow" between the new and the old industry, leading to the lack of competitiveness and the decline or even contraction of the economic level. From the reasons for the formation of industrial hollowing and the role played by the four aspects of industrial structure, high and new technology, talent and information in the process of evolution of industrial hollowing, Shanxi has the problem of industrial hollowness, which restricts the further development of local economy. The most direct performance is the unreasonable industrial structure, the need for economic transformation. The problem of industrial hollowing is mainly about the upgrading of industrial structure and economic transformation. In order to avoid and prevent the expansion of industrial hollowing, Shanxi should speed up the economic transformation and realize the transition and leapfrogging development without delay. According to Shanxi's current strengths, weaknesses and external environment to Shanxi's opportunities, threats, strategic choices are: to use the external to Shanxi's energy demand to minimize the adjustment of industrial structure; To extend the coal industry chain by using the existing coal chemical industry foundation; to develop the coal bed methane and other energy resources with the right given by the state to the "comprehensive reform area"; to develop the tertiary industry such as tourism by using the advantages of tourism resources; Take advantage of the cash flow advantages of the current leading industries to develop new industries as soon as possible. At the same time, in order to realize the smooth transformation of economy, we should perfect the construction of urban infrastructure and choose to implement sustainable development and circular development.
