基于MIMIC模型的中国政治型交易费用测度及其对经济增长的影响

【摘要】：自十一届三中全会后,我国开始了以经济建设为中心的经济体制改革,从目前的情况来看,经济体制改革取得的成就是举世瞩目的。然而随着经济体制改革的不断深入,社会隐藏的问题也不断涌现,其中政治体制改革并没有于经济体制改革同步进行,这一问题逐渐引起人们的关注，并成为当前改革的重点。 交易费用理论是新制度经济学的重要分析工具，政治型交易费用是交易费用的重要组成部分，可以用这一理论来分析我国政治体制改革的必要性。在梳理清楚当前中国政治模型、中央与地方的关系、利益集团现状的基础上,通过分析改革开放以来影响我国政治型交易费用的因素,利用SEM思想构建MIMIC模型,首次建立我国政治型交易费用测度体系,刻画了1978年以来政治型交易费用在我国的发展态势。结果发现,政治型交易费用在体制转型时期可以分为三个阶段,各阶段呈现出不同的变化趋势；经济发展水平和利益集团的存在对政治型交易费用有正的效应，，而城市化率和信息技术的发展对政治型交易费用具有负的效应。在此基础上,运用新古典主义理论来分析政治型交易费用对经济增长的影响,发现,观阶段我国政治型交易费用的最佳规模为国民生产总值的9.64%然而自1990年开始我国政治型交易费用的规模就已经超过了这一数值,并呈缓慢增长的态势,说明规模过大的政治型交易费用已经阻碍了经济的发展,政治体制改革势在必行。
[Abstract]:Since the third Plenary session of the Eleventh Central Committee, China has begun the economic system reform with economic construction as the center. From the current situation, the achievements of the economic system reform have attracted worldwide attention. However, with the deepening of the reform of economic system, the hidden problems of society are also emerging, among which the reform of political system has not been carried out simultaneously with the reform of economic system, which has gradually aroused people's attention and become the focus of the current reform. Transaction cost theory is an important analysis tool of new institutional economics, and political transaction cost is an important part of transaction cost, which can be used to analyze the necessity of political system reform in our country. On the basis of analyzing the current Chinese political model, the relationship between the central government and the local government, and the current situation of interest groups, and by analyzing the factors that affect the political transaction costs since the reform and opening up, the MIMIC model is constructed by using SEM's thought. It is the first time to establish the measurement system of the political transaction cost in China, which depicts the development trend of the political transaction cost in our country since 1978. The results show that the political transaction costs can be divided into three stages in the period of institutional transformation, each stage shows different trends, and the level of economic development and the existence of interest groups have positive effects on the political transaction costs. The rate of urbanization and the development of information technology have a negative effect on political transaction costs. On this basis, using neoclassical theory to analyze the impact of political transaction costs on economic growth, we find that, The best scale of China's political transaction cost is 9.64% of GNP. However, since 1990, the scale of China's political transaction cost has exceeded this value, and has shown a trend of slow growth. It shows that the large scale of political transaction cost has hindered the development of economy, political system reform is imperative.
