环境伦理视阈下的中部地区政府关于承接产业转移政策的缺失分析

【摘要】：从中部地区承接产业转移中政府政策更加富于科学性角度出发,在2000—2011年跨度中选取典型年份的经济发展和环境保护特征数据,并通过与全国平均水平和发达地区同期数据相对比,对中部地区承接产业转移的经济和环保两个角度进行现状分析。依据分析结果,通过文献检索、文件查询、实践调研和专家(或领导)访谈,归纳总结影响承接产业转移中政府政策的环境伦理方面22个影响因素,并基于问卷调研和统计分析筛选出10个核心因素。结合影响因素在地方政府的"理性经济人"角色、环境资源的公共属性形成外溢效应、环境政策的差别化等方面对造成中部地区承接产业转移中政府政策的环境伦理缺失主要因素进行了分析,并对中部地区承接产业转移的政府政策转型主要方向提出了对策建议。
[Abstract]:From the point of view of more scientific government policy in undertaking industrial transfer in the central region, the characteristic data of economic development and environmental protection of typical years are selected in the span of 2000-2011. By comparing with the national average level and the data of the same period in the developed regions, the present situation of the economic and environmental protection in the central region to undertake industrial transfer is analyzed. Based on the analysis results, through literature retrieval, document query, practice research and experts (or leaders) interviews, summed up the impact of 22 factors affecting the environmental ethics of government policies in undertaking industrial transfer. Ten core factors were selected based on questionnaire survey and statistical analysis. Combining the role of "rational economic man" in local government, the public attribute of environmental resources forms spillover effect. This paper analyzes the main factors of environmental ethics deficiency of government policy in undertaking industrial transfer in the central region, and puts forward some countermeasures and suggestions on the main direction of government policy transformation in undertaking industrial transfer in the central region.
