全面深化经济体制改革若干实质问题探讨

【摘要】：改革再起航,我们又一次燃烧着激情,憧憬着梦想,但还应保有清醒的理性和高度的警觉。面对全社会对过去改革的反思和争论,重新审视"为什么还要改革"并非"多余"的话题。实现全面建成小康社会和中华民族伟大复兴的中国梦,坚持中国特色社会主义的"三个自信"唯有坚定不移推进改革。经济体制改革在全面深化改革中具有基础性和决定性意义,必须毫不动摇。中国全面深化改革的关键与基础性工程在于破解社会主义与市场经济能否统一这个最大难题,社会主义与市场经济能否统一取决于在对社会主义进行重新认识的基础上,通过对传统社会主义体制的根本性改造,建立起一种新的、适应市场经济发展需要的社会主义体制模式,在此意义上来讲,坚持社会主义市场经济改革方向就是坚持市场取向的改革目标。深化经济体制改革需要深入破解改革理论创新、改革规划设计与改革目标细化、改革内容攻坚、利益调整与补偿、改革动力积累等难题。全面深化经济体制改革要找准正确处理政府与市场、经济体制改革与其他体制改革关系,构建深化经济体制改革的动力与约束机制,加强和改善对经济体制改革的顶层设计,着力凝聚和蓄积改革的正能量,积累推进改革的社会力量,增强改革的公信力等几个着力点和突破口。
[Abstract]:Reform sets sail again, we once again burning passion, dreaming of dreams, but also should remain sober rational and highly alert. In the face of the whole society's reflection and debate on the past reform, it is not unnecessary to re-examine the topic of "why reform". Chinese Dream, who has built a well-off society in an all-round way and the great rejuvenation of the Chinese nation, insists on the "three self-confidence" of socialism with Chinese characteristics only by unswervingly promoting reform. The reform of the economic system is of fundamental and decisive significance in deepening the reform in an all-round way, and must not waver. The key and basic project for China's comprehensive deepening of reform lies in solving the biggest problem of whether socialism and market economy can be unified, and whether socialism and market economy can be unified depends on a new understanding of socialism. Through the fundamental transformation of the traditional socialist system, a new socialist system model that meets the needs of the development of the market economy has been established. In this sense, Adhere to the socialist market economy reform direction is to adhere to the reform goal of market orientation. To deepen the reform of economic system, it is necessary to thoroughly solve the problems of reform theory innovation, reform planning, design and reform goal refinement, reform content, interest adjustment and compensation, reform motive force accumulation and so on. To deepen the reform of the economic system in an all-round way, we must correctly handle the relationship between the government and the market, the reform of the economic system and other structural reforms, construct the motive force and restraint mechanism for deepening the reform of the economic system, and strengthen and improve the top-level design for the reform of the economic system. We should concentrate and accumulate the positive energy of the reform, accumulate the social strength to advance the reform, strengthen the credibility of the reform, and so on.
