中国在拉美地区的自由贸易区布局及合作战略

【摘要】：自由贸易区合作深受各国关注,并在世界范围内兴起了新的合作热潮,国际经济秩序也因此面临结构性重建。在这一过程中,中国同样在积极拓展自身的全球经济合作新空间,并将此上升为一项重要的国家战略。当前,中国已与拉美地区3个国家签署了自贸协议,开局良好,效果显著,合作步伐平稳有序,很快还将会有新的拉美自贸合作伙伴加入。下一步,中方要总结现有成功合作经验,高度关注和有效克服一些风险性问题和障碍。在合作战略选择上,中方应以"先外围、后中心"为基本原则,加速对拉美的投资多元化和企业本土化转变,并以多种形式的园区、特区为重要载体,通过自贸协定将更多拉美国家纳入中拉一体化经济合作进程。
[Abstract]:Free trade zone cooperation is deeply concerned by all countries, and a new cooperation upsurge has arisen in the world, so the international economic order is faced with structural reconstruction. In the process, China is also actively expanding its own new space for global economic cooperation, as an important national strategy. At present, China has signed free trade agreements with three Latin American countries, with a good start, remarkable results, steady and orderly pace of cooperation, and a new Latin American free trade partner will soon join. In the next step, China should sum up its current successful cooperation experience and pay close attention to and effectively overcome some risky problems and obstacles. In the strategic choice of cooperation, the Chinese side should take "first periphery, second center" as the basic principle, accelerate the diversification of investment and the localization of enterprises in Latin America, and take various forms of parks and special zones as important carriers. Through the Free Trade Agreement, more Latin American countries will be included in the process of Sino-Latin American integration economic cooperation.
