江西省城乡统筹与政策研究

【摘要】：统筹城乡发展是党的十六大提出的战略任务,党的十七大、十八大都对统筹城乡发展作出了进一步的战略部署。党的十八大明确指出：“要加大统筹城乡发展力度,增长农村发展活力,逐步缩小城乡差距,促进城乡共同繁荣。”应当说,统筹城乡发展不仅是破解城乡二元结构矛盾的必然选择,也是深入贯彻落实科学发展观的根本要求。关于城乡统筹发展的研究,国内外学术界一直都比较关注,普遍认为城乡统筹发展,关键是要破解城乡二元结构,缩小城乡差距,均衡城乡发展水平,努力实现城乡一体化。江西作为中部地区欠发达省份,历史上农业农村比重较大,经济发展水平落后,城镇化进程相对滞后,二元经济结构明显,城乡差距比较突出。为此,研究加快江西城乡统筹发展步伐,建立健全城乡一体、协调发展的体制和机制,推动城乡统筹发展,促进发展的成果惠及农村居民,具有十分重要的意义。本文立足江西省情,着重从国内统筹城乡发展的理论与实践探索出发,分析江西城乡统筹发展现状,研究已出台的工作措施和政策,以及存在的问题和原因,借鉴部分先行地区实践经验,提出促进江西城乡统筹发展的有关政策措施建议。建议从政府公共政策角度入手,充分发挥好政府规划引导和政策支持的作用,注重统筹协调,建立高位推动工作机制,制订总体推进方案,明确发展目标和战略路径,着眼于创新体制机制,完善户籍、土地、公共服务等制度,着力统筹推进城乡发展,加快实现城乡经济社会发展互动融合,从而打破二元结构,缩小城乡差距,均衡公共服务水平,加快推动城乡统筹发展。
[Abstract]:The 16th National Congress of the Communist Party of China has put forward the strategic task of balancing urban and rural development. Preparing for urban and rural development is not only the inevitable choice to solve the contradiction between urban and rural dual structure, but also the fundamental requirement to thoroughly implement the scientific concept of development.
The academic circles at home and abroad have been paying close attention to the study of urban and rural development as a whole. It is generally believed that the key to the overall development of urban and rural areas is to break the dual structure of urban and rural areas, narrow the gap between urban and rural areas, balance the level of urban and rural development, and strive to achieve urban and rural integration. The development level is backward, the urbanization process is relatively backward, the dual economic structure is obvious, and the gap between urban and rural areas is more prominent.
Based on the actual situation of Jiangxi Province, this paper focuses on the theoretical and practical exploration of the overall development of urban and rural areas in China, analyzes the current situation of the overall development of urban and rural areas in Jiangxi Province, studies the work measures and policies that have been put forward, as well as the existing problems and causes, and draws lessons from the practical experience of some advanced areas, and puts forward relevant policy measures and suggestions to promote the overall development of urban and rural areas in Jiangxi Province. It is suggested that the government should give full play to the role of planning guidance and policy support from the perspective of public policy, lay stress on overall planning and coordination, establish high-level promotion mechanism, formulate overall promotion plan, clarify development goals and strategic paths, focus on innovating system and mechanism, improve household registration, land, public services and other systems, and strive to promote the city as a whole. Rural development should speed up the integration of urban and rural economic and social development, thus breaking the dual structure, narrowing the gap between urban and rural areas, balancing the level of public services, and accelerating the overall development of urban and rural areas.
