黄河三角洲大开发背景下滨州市滨城区经贸开发问题研究

【摘要】：2009年11月23日，国务院正式批复了《黄河三角洲高效生态经济区发展规划》。这是国家着眼区域经济发展的全局作出的重要战略部署，标志着黄河三角洲开发正式进入国家战略层面，也标志着山东省区域发展进入新的历史时期。滨州市滨城区位于环渤海经济圈与黄河经济带的交汇点，是山东半岛城市群与天津滨海新区两大经济区的结合部，在山东省“一体两翼”区域规划中占据重要位置，是构建济南城市圈核心经济综合体的重点建设的周边城市，是黄河三角洲高效经济示范区建设的重点区域,具有扩大对外开放的诸多优势。随着经济国际化的深入发展和我国对外开放战略的深入实施，该区大开放、大发展的时机正在到来。加快推进黄河三角洲开发背景下滨州市滨城区的建设，必须不断提高对外开放的层次和水平，把扩大开放贯穿于开发建设的全过程，通过扩大开放，积极主动地承接国际国内产业转移，更大规模地发展对外贸易，更大程度地参与国际分工与合作，在思想观念、管理体制、运行机制等各个环节加快与国际国内通行规则接轨，努力使滨州市滨城区成为黄河三角洲发展开放型经济的亮点，不断提高在黄河三角洲开发大背景下的建设水平。本论文共分为五章。第一章分析了进行滨州市滨城区经贸开发问题研究的背景、研究目的以及研究意义、对国内外研究现状进行了梳理，并说明了本论文的研究方法和研究思路。第二章对政府职能与经贸开发的进行了阐述，主要包括政府职能、地方政府经济职能以及地方政府在经贸开发中的地位、作用和存在的问题等。第三章论述了滨州市滨城区经贸开发的现状，其优势包括优越的地理位置、丰富的资源、日趋成熟的主导产业、浓厚的人文历史气息及政策优势。并对滨州市滨城区经贸开发的劣势因素进行梳理，主要包括土地资金等制约因素的存在、招商引资的大项目较少、经贸开发的环境有待改善以及各自为战难以形成合力等。同时也分析了滨州市滨城区经贸开发面临的难得的发展机遇和严峻的挑战。发展机遇有全球经济复苏、世界贸易规模有望扩大，国内经济加快调整、进入新的上升空间，，推进黄河三角洲开发建设等。挑战则涵盖了以下几点：金融危机、发展环境复杂多变、贸易摩擦增多、国内外竞争激烈等。第四章对于滨州市滨城区的经贸开发进行了战略规划，包括总体思路、基本原则、工作重点等，并对如何实现这一目标提出了相应的对策建议。具体的建议包括以结构调整为重点，转变外贸增长方式；优化外资结构；创新项目落户方式；提升“走出去”战略地位；增创片区发展新优势等。第五章最后对全文进行了一个小结。
[Abstract]:November 23, 2009, the State Council officially approved the Yellow River Delta Eco-Economic Zone Development Plan. This is an important strategic arrangement for the country to focus on the overall situation of regional economic development. It marks that the development of the Yellow River Delta has entered the national strategic level and the regional development of Shandong Province has entered a new historical period. Bincheng District of Binzhou City is located at the intersection of Bohai Rim Economic Circle and Yellow River Economic Zone. It is the junction of two economic zones of Shandong Peninsula Urban agglomeration and Tianjin Binhai New area, and occupies an important position in the regional planning of "one body and two wings" in Shandong Province. Jinan City Circle is the key construction of the core economic complex surrounding the city, is the Yellow River Delta efficient economic demonstration area construction of the key area, has many advantages of opening to the outside world. With the further development of economic internationalization and the implementation of our country's opening strategy, the opportunity of opening up and developing in this area is coming. In order to accelerate the construction of Bincheng District in Binzhou under the background of the development of the Yellow River Delta, we must constantly raise the level and level of opening up, and expand the opening up through the whole process of development and construction. To actively undertake the transfer of international and domestic industries, to develop foreign trade on a larger scale, to participate in international division of labor and cooperation to a greater extent, and to accelerate the integration with international and domestic rules in various links, such as ideas, management systems, operating mechanisms, etc. The Bincheng District of Binzhou City is a bright spot in the development of open economy in the Yellow River Delta, and the level of construction under the background of the development of the Yellow River Delta is constantly improved. This thesis is divided into five chapters. The first chapter analyzes the background, purpose and significance of economic and trade development research in Binzhou Bincheng area, combs the current research situation at home and abroad, and explains the research methods and research ideas of this paper. The second chapter expounds the functions of the government and the development of economy and trade, including the functions of the government, the economic functions of the local governments and the position, functions and existing problems of the local governments in the economic and trade development. The third chapter discusses the present situation of Binzhou Bincheng area economic and trade development, its advantages include superior geographical location, rich resources, increasingly mature leading industries, strong humanistic history and policy advantages. The disadvantages of Binzhou Bincheng economic and trade development are summarized, including the existence of land funds and other constraints, the small number of large projects to attract investment, the need to improve the environment of economic and trade development, and the difficulty to form a joint force in separate wars. At the same time, it also analyzes the rare development opportunities and severe challenges faced by Binzhou Bincheng economic and trade development. The opportunities for development include the global economic recovery, the expected expansion of world trade, the accelerated adjustment of the domestic economy, the entry into a new upward space, and the promotion of the development and construction of the Yellow River Delta. The challenge covers the following points: financial crisis, complex development environment, increased trade friction, fierce competition at home and abroad. The fourth chapter has carried on the strategic plan to the Binzhou Bincheng area's economic and trade development, including the general idea, the basic principle, the work emphases and so on, and has put forward the corresponding countermeasure suggestion to how to realize this goal. The specific suggestions include changing the mode of foreign trade growth, optimizing the structure of foreign investment, innovating the mode of settling down projects, promoting the strategic position of "going out" and creating new advantages of regional development.
