协同发展、合作治理、困境摆脱与京津冀体制机制创新

【摘要】:实现京津冀协同发展,本质上要求打破藩篱,形成合作共赢的发展格局。创新体制机制是实现京津冀协同发展与合作治理的首要步骤和切入点。促进京津冀协同发展与合作治理,应在坚持顶层设计与地方协同相一致,信息共享、平等协商与互利共赢,统筹协调、总量控制、比例分配,近期目标与中长期目标相结合的原则的基础上,优先推进京津双核的一体化进程,加快编制统一的中长期规划,建立长效协调机制,清理相关限制性政策。
[Abstract]:In essence, Beijing, Tianjin and Hebei should break down barriers and form a win-win development pattern. The innovation system mechanism is the first step and breakthrough point to realize Beijing-Tianjin-Hebei coordinated development and cooperative governance. To promote the cooperative development and cooperative governance of Beijing-Tianjin-Hebei, we should insist on the consistency of top-level design and local coordination, information sharing, equal consultation and mutual benefit, coordination, total control, and proportional distribution. On the basis of the principle of combining short and long term goals, priority should be given to promoting the integration process of Beijing and Tianjin dual nuclear systems, speeding up the formulation of unified medium and long term plans, establishing long-term coordination mechanisms, and clearing up relevant restrictive policies.
