基于循环经济理念的北川县域经济发展探索

【摘要】：从数据上看,中国经济呈现持续高速增长的态势,经济发展和生态环境之间的矛盾却日趋尖锐。作为可持续发展的一种有效的实现方式,循环经济不仅有利于加快经济增长方式转变,缓解现阶段面临的严重的生态环境问题,也为中国未来发展提供一种新的增长方式。 污染型贫困和资源型贫困是县域发展受限的重要因素。长远来看,环境恶化会使经济和社会失去发展基础,甚至危及人们的生存,造成贫穷与环境恶化之间的恶性循环。对于北川县来说,由于自然、区位和发展基础等原因,县域经济多以粗放式经营为主,竞争力不强,效益不高,再加上08年的大地震更是雪上加霜,震后经济的恢复重建过程中,若继续依靠资源的开发,按照原有方式发展不仅不利于经济的发展,还不可避免的加重环境破坏。因此,现在迫切需要转变经济增长方式,走一条既有益于经济发展又有益于生态保护的新型发展道路。这既是响应国家环境保护的政策要求,也对增强县域经济竞争力、实现地区突破性发展具有现实意义。 本文通过对循环经济理论的研究,分析国内外研究动态,借鉴先进循环经济发展模式,结合北川县域发展实际,提出适合北川县发展的循环经济发展模式。按研究内容和步骤,全文可分为循环经济理论综述、北川县经济发展现状评价、发展县域循环经济的因素识别、构建县域循环模式以及循环经济的实施路径和保障机制。根据循环经济“减量化、再利用、再循环”的基本原则,结合北川县三次产业发展特点,在定性分析和定量分析的基础上,从不同层面探讨北川县循环经济发展的模式。在自然生态保护区发展生态旅游业,建立旅游业循环模式；在震后生态恢复区发展生态种植,建立生态种养循环模式,保护和恢复生态环境；在生态农业区发展特色农业,实现种、养、加工为一体的循环模式；在生态工业园区采用清洁生产和绿色制造,实现废弃物和副产品的循环利用。有针对性的提出农业、工业和旅游业的循环模式,旨在实现北川县域经济效益、社会效益以及生态效益的统一。
[Abstract]:From the data point of view, China's economy continues to grow at a high speed, but the contradiction between economic development and ecological environment is becoming sharper. As an effective way to realize sustainable development, circular economy is not only conducive to speeding up the transformation of economic growth mode, but also provides a new growth mode for the future development of China. Pollution-based poverty and resource-based poverty are important factors of limited county development. In the long run, environmental degradation will deprive the economy and society of the foundation of development, even endanger the survival of people, and lead to a vicious circle between poverty and environmental degradation. For Beichuan County, because of the nature, location and development basis, the county economy is dominated by extensive management, with weak competitiveness and low efficiency. In the process of economic recovery and reconstruction after the earthquake, if we continue to rely on the exploitation of resources, the development in accordance with the original way is not only unfavorable to the economic development, but also inevitably aggravate the environmental damage. Therefore, there is an urgent need to change the mode of economic growth and take a new development path that is beneficial to both economic development and ecological protection. This is not only in response to the policy requirements of national environmental protection, but also in strengthening the competitiveness of county economy and realizing regional breakthrough development. Based on the research of circular economy theory, this paper analyzes the domestic and foreign research trends, draws lessons from the advanced circular economy development model, and combines the development practice of Beichuan county, and puts forward a circular economy development model suitable for the development of Beichuan county. According to the contents and steps of the research, the full text can be divided into circular economy theory review, Beichuan county economic development status evaluation, the development of county circular economy factors identification, the construction of county circulation mode, circular economy implementation path and safeguard mechanism. According to the basic principle of "reduction, reuse and recycling" of circular economy, combining with the characteristics of the development of three industries in Beichuan County, on the basis of qualitative analysis and quantitative analysis, this paper probes into the development mode of circular economy in Beichuan County from different aspects. Developing ecotourism and establishing tourism circulation mode in natural ecological reserve, developing ecological planting in ecological recovery area after earthquake, establishing ecological planting circulation mode, protecting and restoring ecological environment, developing characteristic agriculture in ecological agricultural area, The recycling mode of species, raising and processing is realized, and the clean production and green manufacturing are adopted in the eco-industrial park to realize the recycling of waste and by-products. The circular mode of agriculture, industry and tourism is put forward in order to realize the unity of economic, social and ecological benefits in Beichuan county.
