碳排放约束下四川省产业结构优化研究

【摘要】:产业结构是一个国家和地区经济发展的基础和核心,是我国国民经济发展的基本骨架。纵观我国经济发展史,现代经济的发展无不是以产业结构的变动为基础的。改革开放以来,四川省产业结构调整步伐加快,找到了一条有四川特色的发展之路,经济得到长足发展,总量不断扩大,人们生活水平显著提高。但是四川经济在高速发展的同时也带来了自然资源和环境的巨大压力,经济发展的潜力越来越受到资源环境的约束,高投入、高耗能、高排放、低效率的粗放型经济发展模式已经严重阻碍到四川经济质量的提升和人民生活质量的提高。同时,在全球气候变暖的背景下,环境污染物尤其是温室气体的排放几乎与经济同步增长。因此,无论是为应对气候变暖,减少碳排放,还是为实现四川省产业结构的优化升级和经济的可持续发展,四川省都必须走低碳排放条件下的产业结构优化道路。 本文在前人研究的基础上,以四川省为研究对象,通过运用理论分析法、线性规划分析法以及灰色关联分析法,将减少碳排放与四川省产业结构优化结合起来,提出了基于碳减排的四川省产业结构优化内涵,并结合近年来四川省经济增长与产业结构变化的主要特征,提出四川省产业结构优化的方向及今后所要采取的对策建议。 论文主要研究内容包括:(1)产业结构优化的基本理论阐释;(2)产业结构对碳排放影响的机理分析;(3)基于碳减排的四川省产业结构优化模型的构建;(4)四川省产业结构优化对策的提出。
[Abstract]:Industrial structure is the foundation and core of a country's and a region's economic development, and the basic skeleton of our national economic development. Throughout the history of China's economic development, the development of modern economy is based on the change of industrial structure. Since the reform and opening up, the pace of industrial structure adjustment in Sichuan Province has been quickened, a development road with Sichuan characteristics has been found, the economy has been developed by leaps and bounds, the total amount has been continuously expanded, and the standard of living of people has been improved significantly. However, Sichuan's rapid economic development has also brought great pressure on natural resources and the environment. The potential for economic development is increasingly constrained by the resources and environment, with high input, high energy consumption, and high emissions. The low efficiency extensive economic development model has seriously hindered the improvement of Sichuan economic quality and the improvement of people's quality of life. At the same time, in the context of global warming, emissions of environmental pollutants, especially greenhouse gases, almost keep pace with economic growth. Therefore, in order to cope with climate warming and reduce carbon emissions, or to realize the optimization and upgrading of industrial structure and the sustainable development of economy in Sichuan Province, it is necessary for Sichuan Province to optimize the industrial structure under the condition of low carbon emissions. On the basis of previous studies, this paper takes Sichuan Province as the research object, through the use of theoretical analysis, linear programming analysis and grey correlation analysis, the carbon emissions reduction and the optimization of Sichuan industrial structure are combined. This paper puts forward the connotation of industrial structure optimization based on carbon emission reduction in Sichuan province. Combined with the main characteristics of economic growth and industrial structure change in Sichuan Province in recent years, the direction of industrial structure optimization in Sichuan Province and the countermeasures and suggestions to be adopted in the future are put forward. The main contents of this paper are as follows: (1) the basic theoretical explanation of industrial structure optimization; (2) the mechanism analysis of industrial structure's impact on carbon emissions; (3) the construction of industrial structure optimization model based on carbon emission reduction in Sichuan Province; (4) the countermeasures to optimize the industrial structure of Sichuan Province.
