合作治理框架下长株潭两型社会建设研究

【摘要】：自从改革开放以来，各个地方政府对于经济增长这一元素是十分看重的，然而同时，对于生态环境的保护和能源的节约上所持的态度却是漠然乃至忽略的，一系列的社会问题因此而不可避免的产生，随着改革开放进程不断进入深水区，在转型过程中越来越多的问题逐渐暴露了出来，在这种情况下，我国离建设可持续发展社会和和谐社会的目标就会越来越远。长株潭“两型社会”从最初的愿景到最后的试点施行正是顺应了社会发展的要求，中国政府真正认识到，只有经济发展方式发生了彻底的转变，，资源和环境都得到有效的保护才能促进经济和社会的发展，走出一条区别于以前传统模式的新型道路。本文围绕着这个基本问题分为五个部分论述的。文章首先确定了研究命题选取背景，在综合列举并评述近几年学术研究的观点后，对论文的写作思路和方法做了简单的描述；第二章主要介绍了本文涉及的概念和理论。第三章及第四章是本文的重点章节，首先对长株潭地区地方政府治理模式的政策探索进行了回顾，并分析了长株潭“两型社会”合作治理上的四点困境：地方保护仍然存在、绩效考评机制阻碍了地方政府的责任分担、行政问责制度体系不健全和企业节能环保意识有待增强。以及长株潭“两型社会”治理困境的原因：地方政府的利益博弈、地方政府法律制度欠缺、政策联动机制差和全民资源意识、环保意识不强；第五章从形成从“一元”到“多元”的多中心治理系统和建设基于市场契约安排的合作治理方式的体制转换角度和完善区域内府际协调机制、健全长株潭区域公共政策利益协调机制、完善化解长株潭区域公共问题冲突的保障机制和加强“两型社会”建设过程中非政府组织作用的机制创新角度两个大的方面提出了长株潭“两型社会”合作治理的路径选择。
[Abstract]:Since the reform and opening up, local governments have attached great importance to the element of economic growth, but at the same time, the attitude to the protection of the ecological environment and energy conservation is indifferent or even ignored. As a result, a series of social problems inevitably arose. As the process of reform and opening to the outside world continued to enter deep water areas, more and more problems were gradually exposed in the process of transformation. In this case, China is far from the goal of building a sustainable development society and a harmonious society. Changsha-Zhuzhou-Xiangtan "two-oriented society" from the initial vision to the final pilot implementation is in line with the requirements of social development, the Chinese government really realized that only the mode of economic development has undergone a radical change. Resources and environment can be protected effectively to promote the development of economy and society. This paper is divided into five parts around this basic problem. This paper first determines the background of the research topic selection, after comprehensively enumerating and commenting on the viewpoints of academic research in recent years, it gives a simple description of the writing ideas and methods of the thesis. Chapter two mainly introduces the concepts and theories involved in this paper. The third and fourth chapters are the key chapters of this paper. Firstly, the paper reviews the policy exploration of the local government governance model in Chang-Zhuzhou-Xiangtan area, and analyzes the four difficulties in the cooperative governance of Chang-Zhuzhou-Xiangtan "two-type society": the local protection still exists. The performance appraisal mechanism hinders the local government to share the responsibility, the system of administrative accountability system is not perfect and the awareness of energy saving and environmental protection needs to be strengthened. And the reasons of "two types of society" in Changsha-Zhuzhou-Xiangtan: the benefit game of local government, the lack of legal system of local government, the poor mechanism of policy linkage and the consciousness of resources of the whole people, and the weak consciousness of environmental protection; The fifth chapter from the formation of "monistic" to "plural" multi-center governance system and the construction of cooperative governance based on market contractual arrangements of the institutional transformation and improve the inter-governmental coordination mechanism within the region. Improve the coordination mechanism of public policy interests in Changsha-Zhuzhou-Xiangtan region, This paper puts forward the path choice of cooperative governance of Chang-Zhuzhou-Xiangtan "two-type society" from two aspects: perfecting the safeguard mechanism of resolving the conflict of regional public problems in Chang-Zhuzhou-Xiangtan region and strengthening the mechanism innovation angle of the role of non-governmental organizations in the construction of "two-oriented society".
