人力资本与产业结构升级——基于省际面板数据的检验

【摘要】：人力资本是产业发展的重要支撑因素,在测度产业结构高级化水平的基础上,构建了人力资本影响产业结构升级的面板回归模型。研究结果表明:从全国总体来看,人力资本的提升对产业结构高级化和服务业比重的提高均有显著的促进作用,但受区域产业发展阶段的影响,东部地区人力资本对产业结构升级的影响最为显著,中西部的影响效应不显著。因此,推进产业结构升级要尊重产业发展的客观规律,因地制宜的制定产业发展政策,应当继续重视教育事业的发展,逐步缩小区域间的教育差距,合理制定符合产业转型升级的对外贸易和科技研发政策,有序推进工业化和城镇化进程。
[Abstract]:Human capital is an important supporting factor of industrial development. On the basis of measuring the advanced level of industrial structure, a panel regression model of human capital influencing industrial structure upgrading is constructed. The results show that, as a whole, the promotion of human capital has a significant effect on the upgrading of industrial structure and the proportion of service industry, but it is affected by the stage of regional industrial development. The influence of human capital on the upgrading of industrial structure is the most significant in the eastern region, but the effect is not significant in the central and western regions. Therefore, to promote the upgrading of industrial structure, we should respect the objective laws of industrial development, formulate industrial development policies according to local conditions, continue to attach importance to the development of education, and gradually narrow the educational gap between regions. We should rationally formulate policies on foreign trade and scientific and technological research and development in line with industrial transformation and upgrading, and advance the process of industrialization and urbanization in an orderly manner.
