基于区域价值链的欠发达地区产业升级路径研究

【摘要】：基于全球价值链理论的发展中国家产业升级的观点主张通过嵌入全球价值链,进而通过价值链攀升实现产业升级。但发达国家通过跨国公司的价值链控制,往往将发展中国家锁定在价值链低端。在此背景下,有学者提出通过构建"国家价值链"来突破被"俘获"的状态,但对于相对优势不足的中西部欠发达地区,在传统产业上承接了全国的过剩产能,在全球价值链和国家价值链上又仅是资源与初级产品的输出地,处于双重受控的低端地位。因此,本文将价值链和产业升级问题与区域的产业基础和资源特点相结合,并且在价值链构建和产业升级两个维度中融入并突出时间维度,将区域价值链、国家价值链和全球价值链依次作为产业升级不同阶段的载体形态,通过构建区域价值链,使欠发达地区在顺应全球价值链和国家价值链的潮流下,寻求当前阶段适宜的产业升级路径。
[Abstract]:Based on the theory of global value chain, the viewpoint of industrial upgrading in developing countries is that industrial upgrading can be realized by embedding global value chain and then climbing value chain. But developed countries often lock developing countries at the low end of the value chain through the value chain control of transnational corporations. Under this background, some scholars propose to break through the state of being captured by constructing the "national value chain", but for the underdeveloped regions in the central and western regions with insufficient relative advantages, they undertake the surplus capacity of the whole country in the traditional industries. In the global value chain and the national value chain is only the export of resources and primary products, in a dual controlled low-end position. Therefore, this paper combines the value chain and industrial upgrading with the regional industrial foundation and resource characteristics, and integrates and highlights the time dimension in the two dimensions of value chain construction and industrial upgrading, and puts the regional value chain into the regional value chain. The national value chain and the global value chain are the carrier forms of different stages of industrial upgrading in turn. By constructing the regional value chain, the underdeveloped regions can adapt to the trend of the global value chain and the national value chain. Seek suitable industrial upgrading path at present stage.
