山东省低碳经济评价指标体系的构建及实证分析

【摘要】：进入工业革命以来，经济的快速发展满足了人们多样化的物质需求。但是此时的人们忽视了自己对环境的掠夺式开发和对资源的过度使用，造成的后果就是资源日益枯竭，环境日益恶化，各种各样的环境问题接连出现。人们面对自然的报复，不得不反思这种经济发展模式，低碳经济在这样的背景下产生并越来越受到大家的关注。各个国家不断探索发展低碳经济之路，不少学者也纷纷研究这种经济模式，低碳经济逐步发展与完善。近年来，人们尝试建立低碳经济评价指标体系，想以实证的方式系统的分析城市的低碳经济发展水平，但是由于时间有限，并且使用的方法主观性较强，，缺乏创新性，使得理论向实践的转变很难实现突破。在这样的前提背景下，本文首先简单介绍了低碳经济理论在国内外的研究现状，总结分析了某些学者对低碳经济的涵义的界定，在此基础上提出了自己的看法，在对低碳经济的相关理论进行深层次剖析之后构建了山东省低碳经济发展评价指标体系。该体系分为三级，分别是目标层、准则层和指标层。利用该体系对山东省的低碳经济发展水平进行评价：首先根据层次分析法对指标赋予不同的权重，其次再对数据进行搜集和整理，再次对不同的指标进行综合加权得出山东省连续六年的低碳经济发展水平，最后对山东省近几年的低碳经济水平发展趋势加以分析，提出具有针对性的发展策略。
[Abstract]:Since the Industrial Revolution, the rapid development of the economy has met the diverse material needs of people. However, people ignore their predatory exploitation of environment and overuse of resources, which results in the depletion of resources, the worsening of environment, and the emergence of various environmental problems one after another. In the face of natural retaliation, people have to reflect on this economic development model, low-carbon economy in such a background and more attention. Various countries have been exploring the road of developing low-carbon economy, many scholars have also studied this economic model, low-carbon economy has gradually developed and improved. In recent years, people try to establish a low carbon economy evaluation index system, want to analyze the development level of low carbon economy in the city by empirical method, but because of the time is limited, and the method used is subjective, lack of innovation. It is difficult to achieve a breakthrough in the transition from theory to practice. Based on this premise, this paper briefly introduces the current research situation of low-carbon economy theory at home and abroad, summarizes and analyzes the definition of low-carbon economy by some scholars, and puts forward its own views on this basis. After deeply analyzing the related theories of low-carbon economy, the evaluation index system of low-carbon economy development in Shandong Province is constructed. The system is divided into three levels: target layer, criterion layer and index layer. This system is used to evaluate the development level of low-carbon economy in Shandong province. Firstly, according to AHP, the indicators are given different weights, and then the data are collected and collated. Finally, the author analyzes the development trend of low carbon economy in Shandong Province in recent years and puts forward some development strategies.
