包头市工商联推动非公有制经济发展研究

【摘要】：随着我国改革开放的不断深入、社会主义市场经济体制的日臻完善以及经济全球化水平的进一步提升,中国非公有制经济得到了前所未有的促进与发展。作为党和地方政府联系非公经济企业的桥梁、纽带和助手,工商联(总商会)组织面临着新的机遇与挑战。在市场经济条件下,如何充分发挥工商联组织的作用,使工商联为政治主导的中国商会组织真正成为党和政府联系非公有制经济的桥梁和纽带,成为政府管理非公有制经济的助手,成为广大非公有制经济合法权益的代言人,是新时期摆在我们面前的新课题。 然而,工商联(总商会)组织自身发展存着着很多问题和弊端；由于历史发展的原因也同时面临着许多制约因素。因此,通过对比研究、运用科学的分析方法,有效借鉴国外内商会中的积极有益因素,总结归纳出工商联(总商会)组织在社会主义市场经济条件下如何推动非公有制经济企业发展,并进一步展望工商联(总商会)组织发展的道路,对本地区商会组织高效服务于非公有制经济企业,促进企业的健康快速发展,使企业能够从容应对国际金融危机的影响和冲击、有效地参与到国际经贸活动中去、巧妙地规避各种风险,全面提升企业的整体素质和国民经济实力具有十分重要的现实意义和深远的历史意义。
[Abstract]:With the deepening of China's reform and opening up, the improvement of the socialist market economic system and the further improvement of the level of economic globalization, China's non-public economy has been promoted and developed unprecedented. As the bridge, tie and assistant of the Party and local government to the non-public economic enterprises, the organization of the Federation of Industry and Commerce (Chamber of Commerce and Industry) is facing new opportunities and challenges. Under the conditions of market economy, how to give full play to the role of the Federation of Industry and Commerce, so that the Federation of Industry and Commerce can truly become the bridge and link between the Party and the government to link up the non-public sector of the economy for the politically dominant organization of the Chinese Chamber of Commerce, It is a new task for us to become the assistant of the government to manage the non-public economy and to be the spokesman of the legal rights and interests of the vast number of non-public sectors of the economy. However, the organization of the Federation of Industry and Commerce (Chamber of Commerce and Industry) has many problems and drawbacks in its own development, and also faces many restrictive factors because of the historical development. Therefore, by means of comparative study and scientific analytical methods, we can effectively learn from the positive and beneficial factors in foreign and internal chambers of commerce. Summing up and summarizing how the organization of the Federation of Industry and Commerce (the General Chamber of Commerce) promotes the development of non-public economy enterprises under the condition of socialist market economy, and further looks forward to the road for the organization and development of the Federation of Industry and Commerce (the General Chamber of Commerce). To the chamber of commerce in the region to efficiently serve the non-public sector of the economy, to promote the healthy and rapid development of the enterprises, to enable them to cope with the impact and impact of the international financial crisis, and to participate effectively in international economic and trade activities, It is of great practical significance and far-reaching historical significance to skilfully avoid all kinds of risks and to improve the overall quality and national economic strength of enterprises in an all-round way.
