促进低碳经济发展的公共政策研究

【摘要】：在全球经济一体化的环境下,由于经济高速发展导致化石燃料被大范围开采使用,造成人类生存环境持续恶化。与此同时,全球油价波动较大且有不断上涨趋势,世界各国也越来越注重能源安全。因此,如何在促进经济发展的同时实现节能降耗、降低废气外排、保护生态环境、大力开发可再生能源以及寻求替代性能源自然成为国际社会关注的焦点。 文章从发展低碳经济的概念入手,依据扶持低碳环保型经济发展的相关理论,运用文献研究、系统分析、调查分析和对比分析等方法,对我国发展低碳环保经济的总体情况进行阐述,重点剖析了我国发展低碳环保型经济的总体状况、现行公共政策的内容与效果及其存在的问题。鉴于低碳经济在我国还属于初级发展阶段,资金投入不足、政策缺位与缺乏相关经验并存,对此应研究西方发达国家发展低碳经济的公共政策,借鉴其有益经验,完善我国低碳经济发展政策与措施,这是我国目前所面临的一项最重要、最紧迫的任务。因此,论文着重阐述了美国、日本及挪威等欧盟发达国家以及巴西、印度等发展中国家在推进低碳经济发展方面的有益做法与相关政策。结合我国低碳经济起步较晚、国际化水平较低的现状,从五个方面对发展我国低碳经济提出了相关政策建议：一是通过完善低碳经济发展的相关产业政策,从调整能源结构及产业结构入手达到降低环境污染的目的；二是进一步完善我国低碳经济发展的相关财税政策,包括促进低碳经济发展的预算政策、税收政策及其他配套政策；三是通过加快科技政策的研发与创新,促进低碳技术的研究、开发及产业体系创新；四是通过构建适合低碳经济发展的法律体系和培育更适于低碳经济发展的市场环境促进我国低碳经济发展；五是提倡全民参与低碳经济建设,促进全社会都积极参与并关注低碳经济发展。
[Abstract]:Under the environment of global economic integration, because of the rapid development of economy, fossil fuels are exploited and used on a large scale, resulting in the deterioration of human living environment. At the same time, the global oil price fluctuates greatly and has the rising trend, the world also pays more and more attention to the energy security. Therefore, how to achieve energy saving and consumption reduction while promoting economic development, reduce exhaust gas emissions, protect the ecological environment, vigorously develop renewable energy and seek alternative energy has naturally become the focus of the international community. Starting with the concept of developing low-carbon economy, according to the relevant theories of supporting low-carbon environment-friendly economy, this paper applies the methods of literature research, systematic analysis, investigation and analysis, and comparative analysis, etc. The general situation of developing low carbon environmental protection economy in China is expounded, and the general situation of developing low carbon environmental protection economy in China, the content and effect of current public policy and the existing problems are analyzed emphatically. In view of the fact that low-carbon economy is still in the primary stage of development in our country, there is insufficient capital input, the lack of policy and the lack of relevant experience exist side by side, so we should study the public policies of developing low-carbon economy in western developed countries and draw lessons from their beneficial experiences. It is the most important and urgent task for our country to perfect the policies and measures for the development of low-carbon economy. Therefore, the paper focuses on the European Union developed countries, such as the United States, Japan and Norway, as well as the developing countries such as Brazil, India and other developing countries in the promotion of low-carbon economic development in the beneficial practices and related policies. Combined with the low level of internationalization and the late start of low-carbon economy in China, this paper puts forward some policy suggestions on the development of low-carbon economy in China from five aspects: first, through perfecting the industrial policy of low-carbon economy development, By adjusting the energy structure and industrial structure, the aim of reducing environmental pollution is achieved. The second is to further improve the development of low-carbon economy related to fiscal and tax policies, including the promotion of low-carbon economic development of the budget policy, tax policies and other supporting policies; Third, promote the research, development and industrial system innovation of low-carbon technology through accelerating the R & D and innovation of science and technology policy; Fourth, to promote the development of low-carbon economy in China by constructing a legal system suitable for the development of low-carbon economy and fostering a more suitable market environment for the development of low-carbon economy; Fifth, promote the participation of all people in the construction of low-carbon economy and promote the whole society to actively participate in and pay attention to the development of low-carbon economy.
