基础设施投资对新疆区域经济发展贡献实证研究

【摘要】：基础设施作为社会经济的重要组成部分，对经济发展有着至关重要的作用。良好的基础设施条件会为经济的持续增长提供保障，，落后的基础设施将会成为经济发展的瓶颈。新疆在新世纪里存在着两个方面的发展机遇，一是改革开放的深入，二是资源税改革充裕了新疆的财政收入。这两方面的机遇都预示着新疆需要进行大量的基础设施建设。本文正是站在这样一个背景下来研究新疆的基础设施投资问题。文章以基础设施的相关理论为依据,对基础设施的含义、直接作用、间接作用及其作用机制等作了阐述，并介绍了新疆基础设施投资的情况。选择了能分开显示两种作用的生产函数，在此基础上测算出基础设施投资对新疆经济发展的贡献程度。其中直接贡献的产出弹性为0.157，从1991年到2010年，基础设施投资对新疆国内生产总值的直接贡献累积为2502亿元。而间接贡献则表现为：新疆基础设施资本存量每增长一倍，将引起技术进步的名义增长率大致为1.5%。针对新疆各地区经济发展水平和资源环境差异大等特点。站在经济发展的角度，对新疆15个地级区域的基础设施投资效率作了比较。发现资源型地区和经济落后地区的基础设施投资在促进经济发展上的作用较明显。文章在最后针对新疆基础设施投资中存在的问题作了政策建议。要提高新疆基础设施投资的作用，需要协调好基础设施资本和其它资本的比例，同时根据新疆的城市化进度协调好农村基础设施和城市基础设施的比例关系。并统筹经济发展与环境、社会的关系，合理配置基建资金，以及构建融资平台，吸引民间资本进入等。
[Abstract]:As an important part of social economy, infrastructure plays an important role in economic development. Good infrastructure conditions will guarantee sustained economic growth, and backward infrastructure will become the bottleneck of economic development. There are two development opportunities in Xinjiang in the new century, one is the deepening of reform and opening up, the other is that the reform of resource tax has enriched the fiscal revenue of Xinjiang. Both of these opportunities foreshadow the need for a large number of infrastructure construction in Xinjiang. This paper is standing in such a background to study the infrastructure investment in Xinjiang. Based on the related theory of infrastructure, this paper expounds the meaning, direct effect, indirect action and mechanism of infrastructure, and introduces the situation of infrastructure investment in Xinjiang. On the basis of choosing the production function which can show the two functions separately, the contribution of infrastructure investment to the economic development of Xinjiang is calculated. The output elasticity of direct contribution is 0.157. From 1991 to 2010, the direct contribution of infrastructure investment to Xinjiang's GDP accumulated 250.2 billion yuan. The indirect contribution is that for each doubling of Xinjiang's infrastructure capital stock, the nominal growth rate of technological progress will be roughly 1. 5%. In view of the Xinjiang region economic development level and the resources environment difference and so on big difference and so on. From the angle of economic development, this paper compares the investment efficiency of infrastructure in 15 prefectural regions in Xinjiang. It is found that infrastructure investment in resource-based areas and economically backward areas plays an important role in promoting economic development. In the end, the paper makes some policy suggestions on the problems existing in infrastructure investment in Xinjiang. In order to improve the role of infrastructure investment in Xinjiang, it is necessary to coordinate the proportion of infrastructure capital and other capital, and coordinate the proportion of rural infrastructure and urban infrastructure according to the progress of urbanization in Xinjiang. And the relationship between economic development and environment, society, rational allocation of capital construction, construction of financing platform, attracting private capital, etc.
