福建省产业集群与城市化互动发展关系研究

【摘要】：作为现今普遍的经济现象,国内外学者已论证了产业集群对提升产业竞争力,促进区域经济发展推动作用,以及其城市化发展之间双向的正相关性。从实质上说,产业集群与城市化都是经济活动“集聚一扩散”的过程。产业集群的发展是城市化进程中重要的托动力,同时,城市综合水平的提升又有助于产业竞争力的提升,从而实现区域经济的高效增长。在出口导向战略的推动下,中国经济飞速发展也带来了两大方面问题。一是是制造业的产业竞争力低下、产品附加值低、缺乏创新体系和技术支撑。二是城市化进程中,如何加快农村剩余劳动力的转移,在扩大城市规模的同时,提高城市化的综合水平。这对于未来中国经济的发展至关重要。改革开放以来,福建省的经济社会发展已取得显著成果,福建省的城市化率从1978年的13.9%增加至2011年到58.1%,产业集群洋已有68个。然而福建省的经济社会发展水平和区域综合竞争力都与其他东部沿海省市有定的差距,尤其是广东、浙江等省市。城市发展的规模受到地理与资源的限制,中心增长极的带动作用不明显；传统主导产业集群的发展需要进一步的推动,新兴产业集群的配套设施不完善,集聚经济要素的能力不强。因此,如何转变福建省的经济增长方式以及提高福建省的区域竞争力,是当前福建省经济发展面临的重要问题。本文通过分析福建省产业集群与城市化两者互动关系和作用机制入手探讨如何促进福建省经济社会的发展,推动海峡西岸经济区成为我国东南沿海经济发展的增长极。为此,本文首先归纳了国内外产业集群、城市化发展理论基础,论述了产业集群与城市化相关性的理论。其次,在分别概述和分析了福建省产业集群和城市化现状的基础上,并指出产业集群和城市化互动发展过程中存在的问题。再者,基于产业集群和城市化之间的互动发展的关系,分析了两者之间相互作用的机制,通过主要指标法和综合指标法对两者的互动关系进行实证分析,并以福建省晋江市为例探讨了福建省产业集群和城市化发展的模式。最后,基于以上论述,提出了相关对策建议,希望通过此能有助于福建省产业集群的发展和城市化水平的提升,并实现两者相互促进的良性互动。
[Abstract]:As a common economic phenomenon, domestic and foreign scholars have demonstrated the role of industrial clusters in promoting industrial competitiveness and promoting regional economic development, as well as the two-way positive correlation between their urbanization development. In essence, industrial cluster and urbanization are the process of agglomeration and diffusion of economic activities. The development of industrial clusters is an important driving force in the process of urbanization. At the same time, the promotion of urban comprehensive level is helpful to the promotion of industrial competitiveness, so as to realize the efficient growth of regional economy. Driven by export-oriented strategy, China's rapid economic development has also brought two major problems. First, the manufacturing industry is low competitiveness, low added-value products, lack of innovation system and technical support. Secondly, in the process of urbanization, how to speed up the transfer of rural surplus labor force and improve the comprehensive level of urbanization while expanding the scale of cities. This is of great importance to the future development of China's economy. Since the reform and opening up, the economic and social development of Fujian Province has made remarkable achievements. The urbanization rate of Fujian Province has increased from 13.9% in 1978 to 58.1% in 2011. There are 68 industrial clusters in Fujian Province. However, the level of economic and social development and the regional comprehensive competitiveness of Fujian Province are different from those of other eastern coastal provinces, especially Guangdong, Zhejiang and other provinces and cities. The scale of urban development is limited by geography and resources, and the driving effect of central growth pole is not obvious. The development of traditional leading industrial clusters needs further promotion, the supporting facilities of new industrial clusters are not perfect, and the ability of gathering economic elements is not strong. Therefore, how to change the mode of economic growth and improve the regional competitiveness of Fujian Province is an important issue facing the economic development of Fujian Province at present. This paper discusses how to promote the economic and social development of Fujian Province by analyzing the interactive relationship and mechanism between industrial cluster and urbanization in Fujian Province, so as to promote the economic development in the west coast of the Straits as the growth pole of the economic development in the southeast coast of China. Therefore, this paper first summarizes the theoretical basis of industrial cluster and urbanization development at home and abroad, and discusses the theory of correlation between industrial cluster and urbanization. Secondly, on the basis of summarizing and analyzing the present situation of industrial cluster and urbanization in Fujian Province, the problems in the process of interactive development of industrial cluster and urbanization are pointed out. Furthermore, based on the interactive development relationship between industrial clusters and urbanization, this paper analyzes the mechanism of interaction between the two, and makes an empirical analysis of the interaction between the two through the main index method and the comprehensive index method. Taking Jinjiang City, Fujian Province as an example, this paper discusses the pattern of industrial cluster and urbanization development in Fujian Province. Finally, based on the above discussion, the author puts forward the relevant countermeasures and suggestions, hoping that this will help the development of industrial clusters and the promotion of urbanization in Fujian Province, and realize the positive interaction between the two.
