知识溢出、科技创新与区域竞争力关系的统计研究

【摘要】：区域竞争力的培育是知识经济时代下地区经济发展的动力,而知识溢出和区域科技创新是区域竞争力成长的源泉。我国东西部区域竞争力存在着一定的差距,而知识溢出和区域科技创新的解析是促进东西部区域竞争力发展、同时缩短东西部区域竞争力差距的基本策略。 本文基于内生增长理论、区域经济理论和技术创新理论的框架,借鉴于现有的知识溢出、区域科技创新和区域竞争力的研究成果及其三者之间相关性的研究成果,构建知识溢出、区域科技创新和区域竞争力之间的关系统计分析模型,利用宏观年鉴数据对我国不同区域三者的现状进行评价分析,在此基础上检验了三者的相关性和因果关系,并分别在总体调查样本、东部地区调查样本和西部地区调查样本的基础上,运用结构方程模型进行了比较性路径检验,发现了东西部地区区域竞争力培育的差距,提出了我国东西部地区区域竞争力培育的策略、以及缩短东西部地区区域竞争力差距的策略,从而推动我国东西部地区区域竞争力的增强。 本文的创新点包括如下三个方面： (1)基于内生增长理论、区域经济理论和技术创新理论,构建了知识溢出、区域科技创新和区域竞争力的相关性统计分析模型,阐明了知识溢出条件下区域竞争力的成长路径。 内生经济理论强调经济发展的内生性,认为现代经济的发展受到知识的推动,并在科技创新的条件下实现经济的增长,而区域竞争力的成长是经济增长的表现形式之一。知识溢出是知识的扩散,在微观上表现为各种知识管理行为。 (2)借助于东西部的样本数据,在因子分析的基础上,运用SPSS11.5和Liser18.7软件对知识溢出、区域科技创新和区域竞争力相关性模型进行统计分析,揭示了区域竞争力成长的微观机理,发现了区域竞争力成长的优势路径和不足之处,并对东西部的统计分析结果进行了比较。具体而言： 对于东西部地区：①知识溢出对区域科技创新存在着显著的促进作用。②知识溢出对基础设施竞争力、经济实力竞争力、市场吸引竞争力均存在着的显著的促进作用,而对持续发展竞争力缺乏促进功能。③区域科技创新对基础设施竞争力、经济实力竞争力和持续发展竞争力均存在着显著的促进作用,而对市场吸引竞争力缺乏促进功能。 对于东部地区：①知识溢出对区域科技创新存在着显著的促进作用。②知识溢出对基础设施竞争力、经济实力竞争力和市场吸引竞争力存在着显著的促进作用,而对持续发展竞争力缺乏促进功能。③区域科技创新对基础设施竞争力、经济实力竞争力、市场吸引竞争力和持续发展竞争力均存在着显著的促进作用。 对于西部地区：①知识溢出对区域科技创新存在着显著的促进作用。②知识溢出对基础设施竞争力和持续发展竞争力存在着显著的促进作用,而对经济实力竞争力和持续发展竞争力缺乏促进功能。③区域科技创新对基础设施竞争力和经济实力竞争力存在着显著的促进作用,而对市场吸引竞争力和持续发展竞争力缺乏促进功能。, (3)在统计分析的基础上,结合我国东西部地区的区域竞争力培育的实践性性调查,提出了整体经济和东西部区域竞争力的培育策略,以及缩短东西部区域竞争力差距的策略。 对于整体经济的区域竞争力培育而言,主要是持续发展竞争力和市场吸引竞争力的培育：①对于持续发展竞争力的培育,从知识溢出的视角来考虑,主要加强三个方面的知识行为：知识收集、知识社会化和社会资本共享。②对于市场吸引竞争力的培育,从区域科技创新的视角来考虑,主要是加强知识产权保护和加大RD投资。 对于东部地区的区域竞争力培育而言,主要是持续发展竞争力的培育,并立足于知识溢出的视角来考虑。由于东部地区存在着自身的区域特殊性,知识溢出策略的改进也与西部地区有所不同,与全国的整体状况有所不同。对于东部地区的知识溢出的促进,主要依赖于知识过滤、知识社会化、企业之间的知识转移和社会资本共享等四种方式。 对于西部地区的区域竞争力培育而言,是经济实力竞争力、持续发展竞争力、市场吸引竞争力的全面培育：①对于经济实力竞争力的培育,从知识溢出的视角来看,主要从知识收集、知识分类、知识社会化、管理模式创新和市场信息共享等五个方面来加强。②对于社会发展竞争力的培育,从知识溢出的视角来看,主要从知识收集、知识分类、知识社会化、管理模式创新和社会资本共享等五个方面来加强。③对于市场吸引竞争力的培育,从区域科技创新的视角来看,可以从大型企业科技人员总量、专利发明利用率、科技论文收录、知识产权保护、在研课题总量等方而来加强。④对于持续发展竞争力培育,从区域科技创新的视角来看,可以从大型企业科技人员培育、专利发明利用、科技论文收录、知识产权保护、在研课题总量等方面来加强。
